In addition to the regular police force of this City, there shall be an additional force of 20 men, which shall be known as the "Beach Patrol," which is hereby created, and the members thereof invested with full police authority.
The members of the Beach Patrol shall be elected by the City Council, and their pay shall be the same as other policemen. They shall do duty on the beach front, and their services shall only be required during the months of July and August in each year, and any further service as may be determined by City Council.
From 9:00 a.m. to 4:00 p.m. during said months of July and August, said Beach Patrol shall, in surf boats to be provided by the City, (two members of the Patrol in each boat) patrol such waters of the ocean front, just outside of the bathers, as City Council may determine. It shall be their duty to preserve order among the bathers on the beach and to go to the aid of any bathers who may be in peril. When not on duty in the surf boats, the Beach Patrol shall, by reliefs, patrol the boardwalk and beach front at such time and in such manner as may be determined by the Mayor and exercise full police power.
The Beach Patrol shall be under the control of the Mayor and subject to his directions.
