Should a determination be made by the Police Chief or the Fire Chief, as may be appropriate, that a police canine dog or canine arson dog, which has served the City, is no longer needed for such service, such dog may be retired or removed from service to the City upon the approval thereof by the Mayor or his designee. In the event of such retirement or removal from service, ownership, custody and control of the dog may be transferred from the City to the person to whom the dog was assigned during its active service or to another individual who, prior to the date of such transfer of ownership, had received and completed the appropriate training in the handling of such dogs. Upon the transfer of ownership, the person to whom ownership has been transferred shall bear complete responsibility for the care, feeding, shelter and upkeep of the dog, and the City shall have no further responsibility therefor.
