No position or salary shall be created, continued or changed
except as provided for in this Part 1. Any position not provided for
in this Part 1 or by law shall terminate immediately upon adoption
of this Part 1.
Merit raises may be granted by the appointing authority only
once per person in a twelve-month period and may not exceed $1,000,
subject to budgetary sufficiency; provided, however, that a merit
raise cannot increase a salary beyond the maximum range for the position
held by said person. The City Council shall be notified immediately
by the Comptroller of any such merit raises.
The salary ranges listed above are on a per annum basis, payable
in biweekly installments.
