For the purposes of this article, the following terms shall
have the meanings indicated:
Includes individuals, corporations and partnership associations.
It shall be unlawful for any person engaged in the hotel or
boardinghouse business in the City of Atlantic City to pay to any
driver of an omnibus, taxicab or other vehicle used for the transportation
of passengers or otherwise any compensation for diverting prospective
patrons of a given hotel or boardinghouse to any other hotel or boardinghouse.
This article is declared to be necessary as a police protective
measure.

Any person violating any provisions of this article shall, upon
conviction thereof, pay a fine of not less than $2,000 or be imprisoned
in the county jail for a term not exceeding 90 days, or both.
