As used in this article, the following terms shall have the meanings indicated:
AUTHORIZED TAXIMETER REPAIR SHOP
Any business which repairs, adjusts, calibrates or recalibrates any taximeter as provided for in Ordinance No. 80 of 1985.[1]
DIRECTOR
The Director of the department which oversees the Division of Local Vehicle Licensing.

A. 
No one may repair, adjust, install, calibrate or recalibrate a taximeter without first obtaining a mercantile license to operate an authorized taximeter repair shop.
B. 
An applicant for a license to operate an authorized taximeter repair shop shall make an application on a form to be provided by the Director.
C. 
The applicant shall demonstrate to the satisfaction of the Director that he is qualified to assume the duties and obligations of an authorized taximeter repair service.
D. 
The mercantile license fee shall be $100 per year, and the license year shall run from August 1 to July 31 of the subsequent year.

A. 
An authorized taximeter repair shop shall install, repair, calibrate or recalibrate a taximeter in accordance with Ordinance No. 80 of 1985 and any amendments thereto.[1]

B. 
An authorized taximeter repair shop shall equip the taxicab with taximeters and dome lights, subject to the following conditions:
(1) 
The types and models approved by the Director.
(2) 
Meters in good working condition and accurately compute the rate of fare established by Ordinance No. 80 of 1985.
(3) 
Affixed to the vehicle's dashboard so as to be clearly visible and readable to all passengers in the vehicle.
(4) 
The make, model and serial number shown on the back of the rate card.
(5) 
All taximeter seals shall be in good condition and pressed with an approved seal press.
(6) 
All other conditions as may be set by the Director's rules or regulations.

A. 
For violation of any section of this article, the violator may be fined up to $2,000 or imprisoned up to 90 days, or both.
B. 
For second and subsequent violations of this article, the Director may suspend or revoke the mercantile license of any authorized taximeter repair shop by serving notice of a hearing, showing the date, time and location of said hearing and a list of the specific charges, to such operator of the authorized meter repair shop. The Director shall give 10 days' notice to the violator, and he shall have the right to produce any witnesses and evidence that he deems necessary, and he shall have the right to be represented by legal counsel. The Director, after hearing the evidence, shall make a determination and may inflict an appropriate sanction. The appropriate sanction may be appealed to the Mayor within 15 days.
