A. 
Request and required information.
(1) 
Prior to filing any application for site plan/subdivision approval, the prospective applicant shall, by letter, request a preapplication conference with the Planning Board, the Land Use Administrator and relevant City staffs and consultants.
(2) 
Such request shall include a brief and general description of the nature, location and extent of the proposed development; a list of any professional consultants advising the prospective applicant with respect to the proposed development; a statement as to any approvals, in addition to site plan/subdivision approvals, required pursuant to this chapter in connection with the proposed development; a statement as to whether the applicant desires consideration of his application as a minor subdivision pursuant to Article XXIV of this Part 5; and a sketch plan of the proposed development in such number of duplicate copies as the Land Use Administrator may from time to time require, drawn to a scale of not more than 100 feet to the inch, containing at least the following data and information:

(a) 
Key map. A key map showing the entire proposed development and the proposed street pattern, if any, within it and the relationship of the tract to the surrounding area, with the proposed development shown in place.
(b) 
Identification and Tax Map information. The sketch plan shall have clearly indicated on it the following information:

Name and address of the applicant and, if different, the owner.
[2] 
Name of the proposed development.
[3] 
Date of preparation of the plan.
[4] 
Scale, reference meridian and North point.
[5] 
Name and address of the person who prepared the plan.
[6] 
Name, address and phone number of the person to be contacted concerning any questions on the proposed development.
[7] 
Area of the subject property in square feet and in acres, to the nearest tenth of an acre.
[8] 
The Municipal Tax Map plat, block and lot numbers of existing lots, if any, on or within 200 feet of the subject property and of proposed lots, if any, and the number and approximate area of new lots or parcels, if any, to be created, tabulated by each separate use as proposed.
[9] 
Existing zoning classifications of the subject property and properties within 200 feet of the subject property and any proposed changes in such classifications.
[10] 
The names and addresses of all owners of property located within 200 feet of the subject property as shown in the latest property tax records.
B. 
Conduct and purpose of conference. The Land Use Administrator shall notify the applicant of the time and place of the preapplication conference. The Chairman of the Planning Board shall conduct the preapplication conference. The conference shall be informal, and its purpose shall be to broadly acquaint all parties with the proposals, views and concerns of all other parties at a time when positions are still flexible and adjustment is still possible.[1]
