In case the owner, owners, occupant or occupants of any premises abutting or bordering upon any street, avenue or highway in the City of Atlantic City shall neglect or fail to remove or cause to be removed as hereinafter directed ice or snow from the sidewalk and from the gutters of any streets, avenues, or highways in front of any such premises within eight hours of daylight after the same shall be formed or fall thereon, the Supervisor of Streets of this City shall and he is hereby authorized to cause the removal of said ice or snow from such sidewalks and gutters by employees of his Department.

The Supervisor of Streets shall, as soon as possible after said work is done by his said Department, ascertain as nearly as can be the cost thereof, and shall certify said cost to the Assessor of Atlantic City, who shall add same to the assessment for taxes next to be levied by said Assessor upon said premises.
In case the owner, owners, occupant or occupants of any premises abutting or bordering upon any street, avenue or other highway in the City of Atlantic City shall neglect or fail to remove or cause to be removed all grass, weeds or other impediments from sidewalks or gutters in front of such premises, after three days' notice to remove the same, given by the Supervisor of Streets, said Supervisor of Streets is hereby authorized to cause the removal of all such grass, weeds or other impediments by employees of his Department and ascertain the cost of such removal and certify the same as provided in § 222-33 of this article, whereupon same shall be added to the assessment for taxes next to be levied; provided, however, that nothing in this section shall be deemed to apply to grass upon sidewalks planted by the owner of abutting premises and forming a border to any sidewalk pavement.
All sidewalks when paved for the full width shall be cleaned for the full width, and where not paved for the full width shall be cleaned to the extent of the paving; where sidewalks are not paved to any extent, a space of at least four feet in the center thereof shall be cleaned thereon. Gutters shall be cleaned for a width of at least 18 inches from the curb.

Any such owner, owners, occupant or occupants who shall fail to remove, as herein directed, snow or ice from such sidewalks and gutters or either of them within eight hours of daylight after the same shall be formed or fall thereon, or who shall fail to remove all grass, weeds or other impediments from such sidewalks and gutters within three days after the giving of notice so to do by the Supervisor of Streets, shall, upon conviction, be subject to a fine not to exceed $2,000 or be imprisoned for a period not to exceed 90 days, or both.
