For purposes of this chapter, the following definitions shall
apply:
A boat which has been removed from a trailer, dolly or other
conveyance and is resting or sitting upon blocks, wood, metal or any
other material which prevents said boat from coming in contact with
the highway surface; also any boat which is resting or sitting upon
the highway surface itself without means of support.
A boat which is attached to, connected to or resting or sitting
upon a trailer as defined herein.
A trailer so constructed that no part of its weight rests
upon the towing vehicle. A semitrailer attached to a towing vehicle
by means of any auxiliary front axle or dolly shall be deemed to be
a "full trailer."
A trailer which is designed, constructed and equipped as a dwelling
place, living abode or sleeping place (either permanently or temporarily)
and is equipped for use as a conveyance on streets and highways.
A trailer containing a chassis and exterior shell designed and constructed for use as a house trailer as defined in Subsection (a) of this definition, but which is used permanently or temporarily for advertising, sales, display or promotion of merchandise or services or for any other commercial purpose except the transportation of property.
An apparatus designed, used or maintained primarily to be
towed by a motor vehicle.
A structure designed, used or maintained primarily to be
loaded or affixed to a motor vehicle to provide a mobile dwelling,
sleeping place, office or commercial space.

(a)Â
No person shall park a motor vehicle or permit it
to stand, whether attended or unattended, on a parking lot or drive,
or on an access road thereto, adjacent to any school, apartment, hospital,
church, rest home, shopping center, commercial building or other building
open to the public, when such area is posted with a "fire zone no
parking" sign, which sign shall be erected for the purpose of restricting
parking so that occupants will have proper egress and so that fire
equipment will have proper ingress in case of fire.

(a)Â
Whenever snow falls to a depth of two inches or more
or the Township declares a highway emergency, no owner or occupier
of any premises or his or her guest or business invitees shall park
any vehicle on any street or highway of the Township if the owner
or occupier of the premises owns or has access to a garage, driveway
or other location for parking motor vehicles off of the street or
highway.

If the owner or occupier of a premises does
not have or have access to such off-street parking location, then
and only in such event shall parking be allowed upon a public street.
However, such parking on the street shall be on one side thereof only;
on the side of the street of odd-numbered residences; provided, however,
that where parking restrictions are permanently in effect, such restrictions
shall prevail, notwithstanding the provisions of this section.

(b)Â
Where off-street parking is available, automobiles
must be parked well within the driveway so as not to protrude into
the roadway and possibly interfere with snowplow equipment or passing
vehicles.
(c)Â
It shall be unlawful to throw, shovel or plow snow
into or upon any roads and streets within the Township from adjoining
property with the intent of allowing such snow to remain on such roads
and streets.

(a)Â
It shall be unlawful for any vehicles to park on Florence
Drive for a period of time exceeding two hours on Monday through Friday,
legal holidays excepted. Violations of this provision shall be subject
to any and all penalties as more particularly set forth in this chapter.

It shall be unlawful for the owner or operator of any truck,
tractor-trailer, recreational vehicle, motor home or commercial vehicle
having a gross vehicle weight of 9,001 pounds or greater, or a Class
1 to Class 3 vehicle, as defined in the Pennsylvania Vehicle Code,
having a gross vehicle weight from 5,000 pounds to 9,000 pounds which
is affixed in combination to a trailer or other apparatus, to park
such vehicle on any street (public or private) situated in Lower Gwynedd
Township between the hours of 7:00 p.m. and 7:00 a.m. The parking
of such vehicles between the hours of 7:00 a.m. and 7:00 p.m. shall
be permitted only when providing services or making deliveries to
or improvements for the property owners on such streets.

(a)Â
Parking of Buses and Trucks. No owner, occupant or tenant of any
nonresidential property which provides a parking lot for motor vehicles
for public use shall permit the use of such parking lot for the parking
of buses or trucks, nor shall the owner or operator of any bus or
truck permit such vehicle to be so parked; provided that the parking
of buses and trucks shall be permitted when buses are parked awaiting
passengers patronizing said property; trucks are parked for the purpose
of patronizing the property; or trucks are loading or unloading at
the property.
(b)Â
Parking of Nonmotor Vehicles. No owner, occupant or tenant of any
nonresidential property which provides a parking lot for motor vehicles
for public use shall permit the use of such parking lot for the parking
of full trailers, house trailers, trailers, truck-campers, boats on
trailers or boats off trailers, nor shall the owner or operator of
any full trailer, house trailer, trailer, truck-camper, boat on a
trailer or boat off a trailer permit such vehicle to be so parked.

(a)Â
It shall be unlawful for the owner/operator of any full trailer,
house trailer, utility trailer, boat on a trailer (both connected
and not connected to a tow vehicle), or any truck-camper attached
or not attached to a motor vehicle to park at any time on any street
(public or private) situated in the Lower Gwynedd Township with the
following exceptions:
(1)Â
When making deliveries or in conjunction with providing services
or improvements to a property on such street; or
(2)Â
When parking by contractors, painters, plumbers, landscapers,
service and repair persons and persons supplying similar trades on
streets abutting properties where work is being performed, which work
requires the presence of such vehicles, and only during the time the
work is actually in progress.

(a)Â
Vehicles which have been parked in a manner which hampers snow removal efforts shall be subject to towing at the owner's expense. The owners of such vehicles shall be subject to a fine for obstructing traffic as set forth in Subsection (b) hereof. Except as otherwise provided in Subsection (b) hereof, whoever violates or fails to comply with any of the provisions of this chapter, for which no specific penalty is otherwise provided, shall be fined not more than $25 for each such offense.
