1-1. 
A fee schedule shall be established by resolution of the Town Board. Such fee schedule may thereafter be amended from time to time by resolution. The fees set forth in, or determined in accordance with, such fee schedule or amended fee schedule shall be charged and collected for the submission of applications, the issuance of building permits, amended building permits, renewed building permits, certificates of occupancy, certificates of compliance, temporary certificates, operating permits, firesafety and property maintenance inspections, and other actions of the Commissioner of Building described in or contemplated by this chapter. All fees shall be payable to the Town Clerk. Building permits, amended building permits, renewed building permits, certificates of occupancy, certificates of compliance, temporary certificates, and operating permits shall not be valid until all fees have been paid to the Town Clerk.

Upon application for a building permit, a filing fee equal to 1/2 of the building permit fee shall be paid before the application will be deemed complete. The filing fee shall not be refunded if the permit is processed. The filing fee shall be a credit against the final permit fee.

Where fees are based upon the cost of construction, the fee shall be calculated in accordance with the most current building valuation data as used by the International Code Council (ICC) or any successor organization.

By the adoption of a resolution by the Town Board, all fees contained in this chapter may be adjusted annually commensurate with any increase of the consumer price index (Northeast Region All Items — All Urban Consumers). The annual adjustment shall generally become effective on January 1 of each year based on the year-to-year change in the prior September. All fees over $100 shall be rounded off to the nearest whole dollar.
