All private storm sewers, constructed within the Township right-of-way shall be constructed, repaired and inspected under the jurisdiction of the Bureau of Engineering of the Department of Community Services.
A. 
No person shall construct or repair any house private storm sewer within the Township right-of-way or connect any private storm sewer system to the Township-owned storm sewer system until application shall have been approved by the Township Engineer and a written permit issued by him/her.
B. 
Storm sewers connecting to the Township-owned storm sewer system shall be subject to the provisions of Chapter 297, Streets and Sidewalks, for street openings, backfilling and pavement restoration.
C. 
A plumbing permit shall be required from the Uniform Construction Code Official to install any storm sewer connecting a sump pump from a building or yard to the Township right-of-way.
Sump pumps must be connected into a storm sewer, catch basin or seepage pit on private property. Sump pumps shall not outlet onto the street. Seepage pits shall not be constructed within 10 feet of the adjoining property, whether publicly or privately owned. Site plans for new house construction must be approved by the Engineering Bureau with respect only to drainage.
The fees for permits for private storm sewers shall be:
A. 
Connect roof leader to gutter: $20.
B. 
Connect storm sewer to catch basin or manhole: $40.
C. 
Connect storm sewer to storm sewer main: $25.
Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $2,000, imprisonment in the county/municipal jail for a term not exceeding 90 days, or a period of community service not exceeding 90 days, or any combination thereof as determined by the Municipal Court Judge. Each day on which a violation of an ordinance exists shall be considered a separate and distinct violation and shall be subject to imposition of a separate penalty for each day of the violation as the Municipal Court Judge may determine.
