A. 
General provisions and standards. No person shall make, continue, or cause to be made or continued, any loud, unnecessary, and/or prolonged noise derived from a vehicle or any such noise which annoys, disturbs, injures, or endangers the comfort, health, welfare, peace, or safety of others.
B. 
Horns and signaling devices. Noises such as these which emanate from a vehicle are hereby declared to be loud, disturbing, and unnecessary noises in violation of this article.
(1) 
The sounding of any horn or signaling device on any vehicle, automobile, truck, motorcycle, moped, bus, public conveyance, bicycle, or other vehicle on any street or public place of the City, except as a danger warning or in the case of an emergency, is strictly prohibited.
(2) 
The creation by means of any such horn or signaling device of any unreasonably loud or harsh sound, except as a danger warning or in the case of an emergency, is strictly prohibited.
(3) 
The sounding of any such device for an unnecessary and unreasonable period of time is strictly prohibited.
(4) 
The uses of any horn, signaling device, whistle, bell, or other such device, except as a danger warning or in the case of an emergency, is strictly prohibited.
C. 
Exhaust. The discharge into the open air of the exhaust of any steam engine, stationary internal combustion engine, motorboat, motor vehicle, motorcycle, or moped, except through a muffler or other device which will effectively prevent loud or explosive noises therefrom.
D. 
Any person who violates any provision of this section or any rule promulgated hereunder shall be liable to a fine of not less than $75 nor more than $350. For the first offense of this article, a penalty of $75 shall be imposed. For the second offense of this article, a penalty of $150 shall be imposed. Each and every subsequent offense of this article shall be a matter of judicial discretion and/or determination. Each day a violation of this article shall continue shall constitute a separate offense.
