As used in this chapter, the following terms shall have the meanings indicated:
GLUE CONTAINING A SOLVENT HAVING THE PROPERTY OF RELEASING TOXIC VAPORS OR FUMES
Includes any glue, cement or other adhesive containing one or more chemical compounds which releases vapors or fumes causing a condition of intoxication, inebriation, excitement, stupefaction or dulling of the brain or nervous system, including but not limited to the following chemical compounds: acetone, an acetate, benzine, butyl alcohol, ethyl alcohol, ethylene dichloride, isopropyl alcohol, methyl alcohol, methyl ethyl ketone, pentachlorophenol, petroleum, ether, toluol or toluene.
No person shall, for the purpose of causing a condition of intoxication, euphoria, excitement, exhilaration, stupefaction or dulling of the senses or nervous system, intentionally smell or inhale the fumes from any glue, containing a solvent having the property of releasing toxic vapors or fumes as defined herein; provided, however, that this section shall not apply to the inhalation of any anesthesia for medical or dental purposes.
No person shall, for the purpose of violating or aiding another to violate any provisions of this chapter, intentionally possess, buy, sell, transfer possession or receive possession of any glue, containing a solvent having the property of releasing toxic vapors as defined herein.
A. 
Except as provided in Subsection C hereof and § 113-5, no person under 18 years of age shall possess or buy any glue, containing a solvent having the property of releasing toxic vapors, as defined herein.
B. 
Except as provided in Subsection C hereof and § 113-5, no person shall sell or transfer possession of any glue containing a solvent having the property of releasing toxic vapors, as defined herein, to another person under 18 years of age.
C. 
A person may sell or transfer possession of glue containing a solvent having the property of releasing toxic vapors, as defined herein, to a person under 18 years of age for model building or other lawful use where said minor has in his possession and exhibits the written consent of his parent or guardian.
A person making a sale or transfer of possession of glue containing a solvent having the property of releasing toxic vapors, as defined herein, to a person under 18 years of age, who exhibits the written consent of his parent or guardian, shall record the name, address, sex and age of the minor and the name and address of the consenting parent or guardian. All data required by this section shall be kept in a permanent-type register available for inspection by the City Health Officer, Chief of Police or his duly authorized representative for a period of one year.

Any person, other than a minor, violating any of the provisions of this chapter, upon conviction thereof, shall be fined in an amount not exceeding $1,000 or to imprisonment for a period not exceeding 90 days, or be both so fined and imprisoned. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder. Any minor violating any of the provisions of this chapter shall be dealt with in accordance with Juvenile Court law and procedure.
