At all times, the streets of Hoboken will be designated "permit parking only," with the exception of metered parking, those areas designated "resident permit parking only" as defined in § 141A-2, or as indicated by local signage.

A.
A resident parking permit of a design specified by the Director of
the Parking Utility of the City of Hoboken (the "Parking Utility")
is required of Hoboken residents for each motor vehicle with a gross
weight of no more than 2.5 tons to park in designated resident permit
parking areas.
B.
Proof of current residence in Hoboken must be presented when applying
for a resident permit. As proof of residency, the applicant must provide
a valid New Jersey driver's license reflecting a legal Hoboken address.
C.
Proof of vehicle ownership or primary use by the individual seeking
the permit must be presented when applying for a resident permit.
As proof of ownership or primary use, the individual must provide
a current New Jersey vehicle registration for the vehicle to be permitted
that shall reflect the same name and Hoboken address as the resident
seeking said permit. Alternatively, proof of vehicle ownership or
primary use may be established by presenting one of the following
combinations of documents:
(1)
A valid vehicle registration in a company's name, a current pay stub
with the company's name and the name of the individual seeking a residential
permit, and a notarized letter from the fleet manager or other responsible
authority at said company indicating that the vehicle has been issued
to the individual seeking a residential permit for business and personal
use.
(2)
A valid New Jersey vehicle registration in leasing company's name,
proof of insurance with same Hoboken address and name of the individual
seeking the residential permit.
E.
Each resident permit shall be linked to a single vehicle and a single
license plate number. The resident permit holder's license plate shall
be unobstructed and clearly visible at all times. In the event that
the resident permit holder's license plate number or vehicle changes
during the period that the resident permit is valid, it shall be the
responsibility of the resident permit holder to contact the Parking
Utility to update said information.
F.
Effective 24 hours a day, seven days a week, except those areas covered
by metered parking, one side of every designated street will be designated
resident permit parking only. These zones are valid only for vehicles
with license plates linked to a valid resident permit and are indicated
by signage.
G.
Only vehicles with current, valid resident parking permits may park
in a resident permit parking only area. Unless otherwise posted, other
vehicles shall not park in these areas at any time or for any reason,
with the exception of vehicles specifically endorsed by the Parking
Utility to do so.
H.
The resident permit parking only areas, unless otherwise indicated
by signage in said areas, include, but are not necessarily limited

I.
Annual fees.
(1)
First vehicle per household: $52.
(2)
Second vehicle per household: $104.
(3)
Third vehicle per household: $208.
(4)
Resident permit parking fees shall be amended on an annual basis
as of January 1 of every year in accordance with the CPI as reported
by the United States Bureau of Labor Statistics. However, under no
circumstances shall the fee decrease from the previous year.
(5)
Any individual 62 years of age or older who submits proper proof of age and residency in accordance with this chapter (§ 141A-2), veterans upon proof of residency and submission of proof of veteran status, and persons with handicapped designation, upon proof of residency and of qualification under the Motor Vehicles and Traffic Regulations guidelines, N.J.S.A. 39:4-197(3)c, N.J.S.A. 39:4-197.7 and N.J.S.A. 39:4-204, and to whom the signage bears their vehicle registration: $26.
A.
Temporary permits may be issued, at a cost of $5 per day, for a maximum of 45 continuous days per vehicle per calendar year, whereupon the permit shall expire. Alternatively, a temporary permit may be issued for 14 continuous days by providing one document listed in § 141A-3C, and the documentation listed in § 141A-3D. The Parking Utility shall have the power to extend the duration of the fourteen-day temporary permit up to a maximum of 45 continuous days upon application in person to the Parking Utility and by providing the minimum required documentation as mandated in § 141A-3C and D.

B.
Temporary permits are issued only to current Hoboken residents who do not meet the requirements of a residential permit as described in § 141A-2, or who need parking on a temporary basis for vehicles which they own or are primary user during the temporary period. Examples include individuals without a Hoboken address on their New Jersey driver's license, vehicles not registered in the name of the resident, awaiting receipt of a driver's license with a Hoboken address, awaiting registration papers for a newly purchased car, or for vehicles in short term use, such as rental cars.
C.
The documentation required to establish current residence is the same as provided in § 141A-2B; namely, a valid New Jersey driver's license reflecting a legal Hoboken address. Alternatively, proof of residence may be established for the purposes of obtaining a temporary permit by presenting three of the following documents showing the same residential Hoboken address:
(1)
A valid deed for same legal residential Hoboken address in the name
of the individual seeking a temporary permit;
(2)
A current, original lease or rental agreement for same legal residential
Hoboken address in the name of the individual seeking a temporary
permit;
(3)
A current utility bill or receipt for establishing service for same
legal residential Hoboken address in the name of the individual seeking
a temporary permit;
(4)
A current tax bill for same legal residential Hoboken address in
the name of the individual seeking a temporary permit;
(5)
A current telephone bill for same legal residential Hoboken address
in the name of the individual seeking a temporary permit;
(6)
A checking or savings account statement within the past 60 days for
same legal residential Hoboken address in the name of the individual
seeking a temporary permit;
(7)
First class mail received from any federal, state, or local government
agency within the past six months for same legal residential Hoboken
address in the name of the individual seeking a temporary permit;
(8)
An official, certified letter from a Dean of Students attesting to
residence at a legal off-campus residential Hoboken address;
(9)
An official academic course schedule for the current semester from
a local institution in the name of the individual seeking a temporary
permit;
(10)
Other appropriate documentation sufficient for establishing
residency of an individual upon approval of the Director of the Parking
Utility.
D.
Documentation is also required to establish vehicle ownership or primary use by the individual seeking a temporary permit, as provided in § 141A-2C. Alternatively, proof of ownership or primary use may be established for the purposes of obtaining a temporary permit by presenting one of the following documents or combination of documents:
(1)
A valid driver's license, a valid vehicle registration, and proof
of insurance for same vehicle in the name of the individual seeking
a temporary permit.
(2)
A valid driver's license and a current vehicle rental agreement both
in the name of the individual seeking a temporary permit.
(3)
A valid driver's license, a copy of a temporary license plate issued
upon purchase of a vehicle, and proof of insurance for same vehicle,
all in the name of the individual seeking a temporary permit. Said
temporary permit shall be issued for one vehicle, free of charge to
the resident for a maximum of 45 days with an endorsement allowing
temporary permit holder to park in resident permit parking areas when
a residential permit in the same name as the individual seeking the
temporary permit is concurrently suspended.
(4)
A valid driver's license and a copy of a work order or repair estimate
from an official automotive repair facility for a vehicle, both in
the name of the individual seeking a temporary permit. Said temporary
permit shall be issued for one vehicle, free of charge to the resident
for the number of days indicated on the work order or repair estimated,
or for a maximum of 45 days, whichever is less with an endorsement
allowing temporary permit holder to park in resident permit parking
areas when a residential permit in the same name as the individual
seeking the temporary permit is concurrently suspended.
(5)
A valid driver's license, a valid vehicle registration, proof of insurance, all in the name of the individual seeking a temporary permit, and a copy of a valid business permit application provided by a Hoboken business owner. Said temporary permit shall be issued for a maximum of 45 days, whereupon the permit shall expire and be replaced by a business permit by presenting a current pay stub as described in § 141A-5B.
E.
Use of a temporary permit is confined to permit parking only areas
as designated by the Parking Utility.
F.
All temporary permits are to be displayed prominently in the front
windshield where they are easily visible and fully readable from the
exterior of the vehicle.
G.
Temporary permits shall be discarded once the resident no longer
needs the permit or the permit expires, whichever occurs first.
A.
Visitor permits are issued only to Hoboken residents and are to be
used only so long as the visitors are actually visiting the household
of a resident to which the permit is issued.
B.
Visitor permits shall be issued to any resident who applies in person or online to the Hoboken Parking Utility and establishes residency according to documentation requirements in § 141A-3C.

C.
Visitor permits are not required on announced holidays. As used in
this chapter, "holiday" shall commence at 12:00 midnight and terminate
at 11:59 p.m. on the designated holiday.

Visitor permits sold online shall be for increments of four hours,
eight hours, and 24 hours.

E.
A visitor permit will not be issued to anyone residing in any building
exclusively used by students of a college.
F.
Use of a visitor permit is confined only to permit parking areas
as designated by the Parking Utility.

G.
Visitor permits in the form of hangtags, for as long the Hoboken
Parking Utility continues to sell them, are to be displayed prominently
in the front windshield where they are easily visible and fully readable
from the exterior of the vehicle.

I.
The Parking Utility shall have the power to extend the duration of
visitor permits up to 14 consecutive days upon application in person
to the Parking Utility and upon a showing of special circumstances.

J.
All Hoboken residents 62 years of age or older shall receive one
year-long "Senior" visitor permits free of charge if they request.
Proof of age shall be required and may be shown by birth certificate,
social security check and Medicare card or by other official documents
acceptable to the Parking Utility.

K.
All Hoboken residents who are disabled, to the extent that they are not able to personally drive a motor vehicle, and elect to forfeit eligibility for a residential parking permit shall receive one annual “Disabled” visitor permit free of charge upon request. Proof of residency is the same as described in § 141A-3C. Proof of disability shall be required and may be shown by providing at least two of the following documents showing the same name as the resident seeking the Disabled visitor permit.

M.
Visitor permits activated online shall expire exactly four hours,
eight hours, or 24 hours after activation, depending on the duration
of the visitor permit.

Visitor permits may be purchased online directly from the Hoboken
Parking Utility and shall not be resold or transferred to third parties
without the consent of the Director of Transportation and Parking
or his or her designee.

A.
Business establishments located in Hoboken may obtain business permits
for the owner or any nonresident employees who commute by motor vehicle
to work. The permit shall be limited by the Parking Utility to the
hours during which the owner or nonresident employee is normally present
at the business facility. Use of a business permit is confined to
permit parking zones as designated by the Parking Utility.
B.
All applications for business permits shall be by the business owner
or a responsible officer of the employer. The following information
is to be included in the business permit application:
(1)
A copy of a current Hoboken business license;
(2)
A notarized letter from the business owner authorizing an individual
as a responsible officer of the business, if the applicant is not
the owner;
(3)
Verification that there is no off-street parking contractually provided
to the business address as determined by the Parking Utility;
(4)
A copy of a valid driver's license and a current pay stub in the
same name of nonresident employee(s) listed on the application for
whom a business permit is sought;
(5)
A copy of a valid vehicle registration and proof of insurance of
each vehicle for which a business permit is sought;
(6)
The regular working hours of the owner or nonresident employee(s)
listed on the application for whom a business permit is sought;
(7)
Any other information as required by the Parking Utility.
C.
Business permits are only to be used during regular working hours
of the individual to whom a permit is issued, as established by the
business owner. The business permit will be for timed-zoned use on
an hourly basis, thereby requiring the owner or nonresident employee(s)
to specify the exact hours during which parking is to be permitted
with said business permit.
D.
Business permits will be issued on an annual basis. The business
permit is to be displayed prominently in the front windshield where
it is easily visible and fully readable from the exterior of the vehicle.
For motorcycles, the license plate must be clearly visible at all
times.
E.
Each business shall be limited to no more than 20 effective and valid
permits at one time.
F.
Hoboken residents able to establish current residence per the requirements of § 141A-3B may apply for a business permit for contractors named on a Hoboken work permit for the time periods covered by said work permit.
G.
The Parking Utility has the right to grant business permits in special
circumstances.
H.
A business permit shall not be issued to employees of the City of
Hoboken or the Hoboken Police Department.
I.
The Parking Utility has the right to issue an endorsement to individual
businesses allowing permit holders to park in resident permit parking
areas during specified hours pursuant to an agreement established
between the Parking Utility and said business.
J.
The business
permit fee for any Hoboken public, public charter, or private school
teacher shall be $100 annually, and shall be effective for the school
year period from September 1, 2020, through July 1, 2021, upon proof
of a current, valid, teacher identification.

Parking permits shall be revoked under the following circumstances
or their equivalent:
A.
If such permit is used on any vehicle other than the one for which
it was issued, regardless of whether the vehicle's owner is a resident
or visitor.
B.
If any such permit is used on the car of an employee or owner, other
than a bona fide business permit.
C.
If any such permit is displayed by a vehicle other than one to which
a permit is issued or used for any purpose other than the one stated
on the permit application.
Resident permits and business permits will expire annually or
in accordance with a schedule promulgated by the Parking Utility.
A.
Any vehicle parked on a street posted as permit parking only, without
a valid resident permit, visitor permit, temporary permit or business
permit, shall be subject to a parking fine, as provided by ordinance,
and after proper notice, towing of the vehicle to a lot as designated
by the Parking Utility.

B.
Any vehicle parked on a street posted as resident permit parking
only, without a valid resident permit, shall be subject to a parking
fine, as provided by ordinance, and after proper notice, towing of
the vehicle to a lot as designated by the Parking Utility.

C.
Any vehicle with an expired permit and parking on a street posted
as permit parking only or for resident permit parking only shall be
subject to the same penalty as a vehicle parked on the street without
a permit.
A.
Any vehicles parked in a permit parking only zone as defined in this
Article without a valid resident permit, visitor permit, temporary
permit or business permit will have a four hour grace period, after
which they will be ticketed, booted and/or subsequently towed.
B.
There is no grace period for resident permit parking only area.

A.
The Parking Utility shall enforce this article in line with the powers
afforded to it under applicable state law, and the Parking Utility
shall be entitled, in its discretion, to verify any information appropriate
to the enforcement of this article.
B.
At the discretion of the Director of Transportation and Parking,
or his/her designee, exceptions may be granted for any special circumstances
affecting City residents with respect to obtaining a parking permit.

A.
Enforcement of this chapter and further rules and regulations as
may be promulgated from time to time shall be under the jurisdiction
of either the Hoboken Parking Utility and/or the Hoboken Police Department.
B.
The Hoboken Parking Utility and the Hoboken Police Department shall
have the power to issue summonses for violations of this article;
provided, however, that in the case of a summons issued for misuse
of a residential permit, such summons shall be issued by the Municipal
Court of the City of Hoboken.
A.
All fees collected pursuant to this chapter shall be set by the City
Council.

A schedule of all fees set pursuant to this chapter shall be available
for public inspection during regular business hours at the office
of the Parking Utility and at the office of the City Clerk.
