There shall be a Department of Health, Recreation and Welfare, the head of which shall be the Director. The Department shall be charged with the supervision and direction of public health, recreation and welfare in the Borough.
A. 
Board of Recreation.

(1) 
Within the Department of Health, Recreation and Welfare there shall be a Division of Recreation. Within the Division, there shall be a Board of Recreation which shall consist of 13 members, all of whom shall be residents of the Borough. There will be nine regular members with four alternate members. Each member shall be appointed by the Mayor and shall serve without compensation. The nine regular members shall have appointments of five years and the four alternates will have appointments of two years, staggered.
(2) 
Vacancies shall be appointed for unexpired terms. Only one of the members of the Board shall be elected Chairperson by the membership for a term of one year to begin on January 1, 2019.
B. 
Duty of the Board. In general, it shall be the duty of the Board to advise and assist the Director who shall control and supervise recreation and recreational places for the people of the Borough. The Division may also charge such fees within the limits permitted by law for recreation activities as the Council may approve.
Within the Department of Health, Recreation and Welfare there shall be an Environmental Commission which shall investigate, report and make proposals concerning the air, land and water qualities of the Borough. (See Chapter 5, Article II, Environmental Commission.)
A. 
Establishment; appointment; compensation. In accordance with N.J.S.A. 10:5-10, the Mayor and Borough Council may appoint members of the Human Relations Council consisting of five citizens who shall serve without compensation. The Mayor shall appoint three members, and the Borough Council shall appoint two members.
B. 
Purpose. The Council shall attempt to foster, thorough community effort or otherwise, good will, cooperation and conciliation among the groups and elements of the inhabitants of the community. The Council is hereby empowered to make recommendations to the Borough Council for the development of policies and procedures in general and for programs of formal and informal education that will aid in eliminating all types of discrimination based on race, creed, color, national origin, ancestry, age, marital status and sex.
C. 
Terms. One of the Council's and one of the Mayor's first appointees shall serve for a term of three years, one of the Council's and one of the Mayor's shall serve for a term of two years and one of the first appointees shall serve for a term of one year. Thereafter each member shall serve for a period of three years.
