GENERAL REFERENCES

The Board of Trustees of the Free Public Library of the Borough of Spotswood shall consist of seven members, one of whom shall be the Mayor, one who shall be the Superintendent of Schools of the Borough, and five citizens to be appointed by the Mayor, of which at least four shall be residents of the Borough. The appointments shall be for terms of one, two, three, four and five years respectively, as they may be selected by the Mayor.
Upon the expiration of the term of office of any Trustee, the Mayor shall appoint a citizen for a term of five years in the same manner as the original appointment was made. Vacancies occurring in the Board shall be filled for the unexpired term only in the same manner as the original appointments were made.
A. 
Regular meetings of the Board of Trustees shall be held on the third Tuesday of each month at 7:30 p.m., in the library or at such other time and place as the Board of Trustees may determine.
B. 
Special meetings of the Board of Trustees may be held at any time at the call of the president, or at the request of any two members of the Board, provided that at least 24 hours' notice of the proposed special meeting be given to all Trustees and the Library Director.

A quorum at any meeting shall consist of four or more members.

The officers of the Board of Trustees shall be a president, treasurer and secretary, who shall hold their offices for one year and until their successors are elected by the members of the Board of Trustees.

The president shall appoint any necessary committees and shall be, ex officio, a member of all committees.

The agenda at all regular meetings of the Board of Trustees shall be as follows:
(1) 
Roll call.
(2) 
Disposition of minutes of previous meeting.
(3) 
Communications.
(4) 
Report of librarian.
(5) 
Financial report.
(6) 
Reports of committees.
(7) 
Unfinished business.
(8) 
New and miscellaneous business.
B. 
Roberts Rules of Order, Newly Revised, and as amended and supplemented, shall govern parliamentary procedure of the Board.
The Board of Trustees shall appoint a Library Director who shall be the executive officer of the Board. His duties shall be to direct and supervise all staff members in the performance of their duties, to submit monthly and annual reports to the Board of Trustees and to recommend to the Board policies and procedures which will promote the efficiency of the library in its services to the people of the community.
Amendments to rules may be proposed at any regular meeting, but may become effective only after a favorable vote at any subsequent meeting. Rules may be temporarily suspended by a unanimous vote of all the Trustees present at any meeting, and the vote of such suspensions shall be taken by yeas and nays and entered in the official record.
