This article shall be known as the "Codification of Fees and Costs of the Borough of Spotswood."
This article is adopted in order to advise the citizens of the Borough and any and all persons doing business with the Borough of the various fees charged for services rendered by the departments of Borough government and to provide ready access to any and all such information.
The following fees shall be charged by the Borough for services rendered or licenses or permits issued. All license fees shall be annual unless otherwise noted.

A. 
Club licenses: $185.
B. 
Plenary retail distribution, plenary retail consumption, plenary retail consumption with broad package privilege: $1,990.

The fee for a construction permit shall be the sum of the subcode fees listed in Subsections A through C hereof and shall be paid before the permit is issued. The individual subcode fees shall be the following:
A. 
Building subcode.
(1) 
For new construction: $0.040 per cubic foot of volume of the entire structure.

(2) 
Premanufactured homes:
(a) 
Fees for new construction apply (less 20% plan review fee).
(b) 
Minimum fee: $75.

For renovations, alterations and repairs: $25 per $1,000 or part thereof of estimated cost of the work (all fees shall be rounded to the nearest $1,000), provided that the minimum fee shall be $75 (for building, electric, plumbing and fire).

(4) 
For additions: same as for new construction as in Subsection A(1) above.
(5) 
For combinations of renovations and additions: the sum of the fees computed separately as renovations and additions.

Aboveground: $100 (will also include hot tub or spa).

Residential: flat fee of $75.

Commercial: $25 per $1,000 of cost estimate or part thereof; $60 minimum fee.
(8) 
For the construction or installation of an aboveground or underground tank for the storage of flammable or combustible liquids, the capacity of which is 660 gallons or less: $46. For such tanks with a capacity exceeding 660 gallons, the fee shall be $90.
(9) 
The fee for a permit for the removal of a building or structure from one lot to another or to a new location on the same lot: $15 per $1,000 of the sum of the estimated cost of moving and the cost of the new foundation and all work necessary to place the building or structure in its completed condition in the new location.
(10) 
The fee for the construction or erection of structures of Use Group T (temporary): $46.
(11) 
Temporary sales or construction trailer. The fee for installation of a temporary sales or construction trailer shall be a minimum of $46.

D. 
Plan review. The fee for plan review shall be 20% of the amount to be charged for the construction permit and shall be paid at the time of granting the permit.
E. 
Demolition of building.
(1) 
For residential structures (one- and two-family homes): $110.
(2) 
For residential storage buildings (i.e., sheds, garages, in-ground pools): $50.
(3) 
For commercial buildings and residential building more than two-family: $150.

F. 
Removal of building. The fee for a permit for removal of a building or structure from one lot to another or to a new location on the same lot shall be $15 per $1,000 of the sum of the estimated costs for moving, for new foundations and for placement in a completed condition in the new location, provided that the minimum fee shall be $10.
G. 
Sign construction. The fee for a permit to construct a sign shall be $1 per square foot of the surface area of the sign, provided that the minimum fee shall be $60. In the case of double-faced signs, the area of the surface of only one side of the sign shall be used for the purposes of the fee computation.

H. 
Plan review, certificate of occupancy and approval fee:

For each plan review: $40 (nonrefundable).
(2) 
For certificate of occupancy: $50 or 10% of construction permit fee, whichever is greater.
