It shall be unlawful for any person to have, keep, raise or maintain more than three pigs in the Township without first having procured from the Board of Health of the Township a permit for that purpose. Such permit shall allow the holder thereof to have, keep, raise or maintain on the premises mentioned in such permit, one pig for every acre of farmland owned or rented by the holder of such permit up to a maximum of 50 pigs, regardless of additional acreage owned or rented by the holder of such permit.
Permits may be issued by the Board of Health upon the payment of a fee of $2 and shall expire annually on December 31.
No permit will be issued by the Board of Health unless the premises wherein the pigs are to be kept, raised or maintained, comply with the rules and regulations of the State Board of Health and unless in the judgment of the Township Board of Health the premises are so located and constructed that the pigs can be kept, raised or maintained in a sanitary manner and without creating a nuisance.
A. 
Distance. No pigs shall be kept or permitted within 200 feet of any neighbor's residence or a public road.
B. 
Sanitation. All buildings, yards, enclosures or premises in which any pig shall be kept, raised or maintained shall be at all times kept in a sanitary condition.
C. 
Violations. It shall be unlawful for any person owning, keeping or having the management or control of the premises within the Township to knowingly permit a violation of any of the provisions of this section upon the premises.
At any time after the granting of this license or permit, the Board of Health may, in the exercise of its judgment and after five days' written notice, revoke the license or permit for cause even though the premises has been previously approved by it.
It shall be the duty of the Board of Health of the Township to inspect or cause to be inspected, as often as the Board may deem necessary all premises wherein the pigs are kept, raised or maintained, and all premises where the Board or its duly authorized agent has reason to believe that pigs are kept, raised or maintained and the members of the Board of Health, its officers, agents or employees, shall have full and free access, ingress and egress to all barns, stables and places of every kind or character and shall have power to enter and inspect the premises used in connection with any such barns, stables or places for such purpose. The person making the inspection shall exhibit a certificate of authority under the seal of the Board.
Nothing in this article shall apply to, affect or cover the keeping or maintaining of pigs of less than two months of age.
No garbage or decaying vegetable matter, decaying flesh of any animal, fowl or fish shall be transported within the Township for the purpose in connection with raising or feeding of pigs unless the same shall be transported in a truck duly approved and licensed by the Board of Health. Any such truck intended to transport garbage or the raising or feeding of pigs shall be presented for inspection to the Board of Health prior to such use and shall be so constructed that the garbage shall be contained in a covered leakproof metal body, maintainable in a sanitary condition free from noxious or offensive odors. Such license may be issued by the Board of Health upon the payment of a fee of $2 and shall expire annually on December 31 or prior thereto if the permit is revoked for cause. The provisions of §§ 126-6 and 126-7 of this article shall apply to any such truck licensed hereunder so far as practicable.
