A. 
Declaration of emergency. Upon the declaration of an emergency, there shall be no parking on streets or sections of streets where temporary emergency no-parking signs are displayed. The Chief of Police or, in his/her absence, the ranking police officer is authorized to declare an emergency and to direct the posting of the emergency no-parking signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic.
B. 
Notice. Notification that the emergency no-parking signs are being or will be posted shall be given to the operator or owner of a vehicle which has been parked prior to the posting of the signs.
C. 
Removal of vehicles. An unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safety and proper regulation of traffic, and any police officer may provide for its removal. The owner shall pay the reasonable costs of the removal and storage which may result before regaining possession of the vehicle.
D. 
Signs. The effectiveness of this section is contingent on the erection of signs as required by law.
E. 
Designation of snow emergency no-parking areas.

(1) 
Whenever snow has fallen and the accumulation is such that it covers the street or highways, parking of any vehicle on any portion of a Borough road, street, or highway improved, designated or ordinarily used for vehicular traffic is prohibited.
(2) 
The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic as determined by the Chief of Police, Emergency Management or Mayor.
(3) 
At the discretion of the Mayor, Chief of Police or Emergency Management, driving restrictions may be imposed, as warranted by the severity of the storm, to ensure the safety of the general public.
The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time on any of the streets or parts thereof described in Schedule I, attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II of any day, except Sundays and public holidays, on any of the streets or parts of streets described in Schedule II, attached to and made a part of this chapter.
No person shall park a vehicle longer than the time limit shown in Schedule III at any time between the hours listed in Schedule III of any day, except Sundays and public holidays, on any of the streets or parts of streets described in Schedule III, attached to and made a part of this chapter.

A. 
No person shall park a truck, tractor, trailer, omnibus, or construction equipment which has a gross vehicle weight rating of more than eight tons or which has more than one rear axle, four tires or is greater than seven feet in width on any public street or roadway or part of any street described in Schedule IV, attached to and made a part of this chapter, between the hours of 10:00 p.m. and 6:00 a.m.
B. 
Specifically exempted from this section are vehicles belonging to the Borough of Spotswood Department of Roads and Utility and all emergency service vehicles.
C. 
The word "omnibus" shall be defined as any commercial vehicle designed to transport a number of individuals from one location to another.
The provisions of this article shall not apply to vehicles used by a public utility, as defined in N.J.S.A. 48:2-13, in connection with the supply of the services which by law the utility is authorized to furnish.
A. 
The following parking regulation is established for the municipal parking lot known as Lot No. 2 in Block No. 14 on the Tax Map of the Borough, located on the south side of Main Street and bounded by 537-539 Main Street, Manalapan Brook, 549 Main Street and Main Street.
B. 
Parking by any motor vehicle is hereby prohibited in the municipal parking lot between the hours of 10:00 p.m. and 9:00 a.m. prevailing time, except by permit.
C. 
Any vehicle parking in violation of this section shall be removed and the owner shall pay the reasonable cost of the removal and storage which may result from such removal before regaining possession of the vehicle. The Borough shall not be responsible for any cars left overnight.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule VIII, attached to and made a part of this chapter.
A. 
Handicapped parking on street, in municipal parking lots, Board of Education property, private property open to the public and all other private property. In accordance with the provisions of N.J.S.A. 39:4-183 et seq., 39:4-197, 39:4-202, 39:5A-1 and 40:48-2.46, the following locations, both on street and off street, shown in Schedule XI, attached to and made a part of this chapter, are designated as handicapped parking spaces. Such spaces are for use by persons who have been issued special identification cards, plates or placards by the Division of Motor Vehicles, or a temporary placard issued by the Chief of Police. No other persons shall be permitted to park in these spaces.
B. 
Installation and maintenance of signs and pavement markings. The owner of the designated property listed in Schedule XI shall provide and install signs and pavement markings of each parking space reserved for use by handicapped persons, which signing and markings shall be in accordance with the Manual of Uniform Traffic Control Devices. The cost of such procurement and installation of the signs and pavement markings shall be the responsibility of the owner of such property. The owner, subsequent to initial procurement and installation, shall maintain such signs and pavement markings in good condition at no cost or expense to the Borough. The owner shall be responsible for the repair, restoration or replacement of same. Work shall be checked by the Police Department to insure installations meets state and federal specifications.
C. 
Violations and penalties. Unless another penalty is expressly provided for by the New Jersey Statute, every person convicted of violating a provision of this section, or any amendment thereto, shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days of community service on such terms and in such form that the Municipal Court shall deem appropriate, or a combination thereof.

D. 
In addition to any other remedies, any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and detrimental to the health, safety and welfare of the residents of the Borough, and any peace officer may provide for the removal of such vehicle, and the owner shall pay the reasonable cost of the removal before regaining possession of the vehicle.
No person shall load or unload any truck tractor trailer or refrigerated vehicle on any street or parking lot located in a C-2 Zone between the hours of 10:00 p.m. and 7:00 a.m.

A. 
No person shall park a vehicle at any time on any of the streets or parts of streets designated in Schedule XVI, attached to and made a part of this chapter unless:
(1) 
The vehicle is owned or operated on a regular basis by a resident of that street;
(2) 
The vehicle has displayed on its left rear window, in such a manner as to be closely examined by a police officer, a current residential parking permit; and
(3) 
The vehicle falls under one of the exceptions of the parking ban set forth in Subsection B below.
B. 
The following vehicles shall be exempt from the parking restrictions of this section:
(1) 
Contractor's, service and delivery vehicles. Contractor's, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering the service to the residents within the permit parking area.
(2) 
Emergency vehicles. Emergency vehicles and public service, telephone and other public utility motor vehicles may park within the permit parking area during the time they are rendering services or repairs within the area.
C. 
Residential parking permits shall be issued to persons residing on the streets or parts of streets designated in Schedule XV on forms provided by the Borough Clerk's office, provided that no more than five permits shall be issued for each residential dwelling unit. Permits shall be transferable on a temporary basis between residents of the streets or parts of streets designated in Schedule XV.
