The purpose of the B-3 Oswego Street Business District, as supported by the vision, goals and objectives of the Village of Liverpool Comprehensive Plan 2025 and the corresponding Downtown Redevelopment Plan,[1] is to complement other mixed-use business districts in use and design through building and site design. As such, mixed-use buildings are encouraged and will serve as a compatible buffer between major roadways and single-use residential neighborhoods. Site layout is similar to the B-1 and B-2 Districts and thus encourages an active, pedestrian-friendly environment. The B-3 District serves as the community's major professional office and related business center with less emphasis on residential uses.

Uses permitted in the B-3 Oswego Street Business District shall be as follows:
A. 
Mixed use.
B. 
Post office.
C. 
Planned Unit Development (PUD).
D. 
Buildings and structures accessory to Subsection A through C above.
Uses permitted upon issuance of a special permit, subject to Article XIV, shall be as follows:
A. 
Commercial and municipal parking lots and parking structures (including mixed-use parking structures and accessory parking structures).
B. 
Utility structures.
C. 
Veterinary clinics/animal hospitals and accessory kennels.
D. 
Multiple-family (brownstone and/or townhouse only).
E. 
Buildings and structures accessory to Subsection A through D above.
Uses prohibited shall be all other uses not enumerated above.
As required by the Planning Board. Mixed-use structures are also subject to the requirements of § 380-88D. The Planning Board may use the dimensional requirements of the B-2 and B-4 District as a basis to determine the dimensional requirements for the B-3 District.
