The purpose of the Open Land District, as supported by vision, goals and objectives of the Village of Liverpool Comprehensive Plan 2025,[1] is to ensure the provision of open space and recreation areas for residents and visitors. Recreational facilities and amenities promote pedestrian activity and serve all age groups. Pedestrian gateways link the residential and business districts with the open land district and Onondaga Lake. All open land should be integrated into the surrounding residential and business districts through the community's hanging garden theme of lush vegetation and landscaping, ornamental lighting, decorative banners, signage, and unified streetscape amenities providing the Village with a unique identity as expressed in the Comprehensive Plan.
