The Board of Trustees of the Village of Hillburn believes that it is in the best interests of the citizens of the Village that a separate commission be established for the Village which shall have jurisdiction over parks and recreation.
The Village Board of the Village of Hillburn hereby establishes a Parks and Recreation Commission in accordance with § 3-308 of the Village Law.
The Commission shall consist of five Commissioners, who shall be Village residents and who shall perform their duties subject to the approval of the Board of Trustees of the Village of Hillburn.
The Mayor, subject to approval of the Board of Trustees, shall appoint the members of the Parks and Recreation Commission. The first appointments shall be for terms so fixed that at least one will expire at the end of each official year, commencing at the end of the fiscal year in which the original appointments were made and continuing in subsequent years until the entire original appointments run out.
Commencing with the first annual meeting following the establishment of such Commission and continuing annually thereafter, successors to former appointees, the term of whose offices have then expired, shall be appointed for a full term of five years.
Upon appointment of the original five Commissioners, the Board of Trustees shall establish the Commission's powers, duties and responsibilities and may from time to time amend same.
