GENERAL REFERENCES

The Township desires to protect the public welfare, safety and convenience and to reduce the safety hazards of pedestrian and vehicular accidents, injuries and deaths resulting from the operation of human-powered locomotion devices and to prevent the damage and destruction of public property caused by the operation of such devices and to ensure the safe and unobstructed passage of pedestrian and vehicular traffic in and about the Township.
As used in this chapter, the following terms shall have the meanings indicated:
HUMAN-POWERED LOCOMOTION DEVICE
Any skateboard, skates, sled, toboggan, skis, scooter or any human-powered device designed to be ridden by a person or persons which has no steering device or mechanism to steer or control the direction thereof while being used or ridden, even though the direction thereof may be controlled to some degree by shifting the feet or weight of the rider during such use.
A. 
No person shall use, operate or ride upon any human-powered locomotion device within, nor on, any public street, public parking lot, public sidewalk or other public place within the following zoning districts of the Township:
(1) 
Commercial Office.
(2) 
General Commercial.
(3) 
Limited Industrial.
(4) 
Multi-Story.
(5) 
Neighborhood Service Commercial.
B. 
No person shall use, operate or ride upon any human-powered locomotion device within, nor on, any private property owned by another person.[1]

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be liable to the penalty stated in Chapter 1, Article III, with a minimum penalty established of $100. The Judge of the Municipal Court, in his/her discretion, may, in lieu of the penalty herein set forth, confiscate the human-powered locomotion device of the offender.
