All properties shall pay a sewer entrance fee as a condition of connection into the public sewage works system.
A schedule of rates for the sewer entrance fee is contained in Article XVIII of this chapter.
For all premises not provided for in the schedule of rates, the question of charges in connection with entrance fees shall be determined by the Director.

For any additional use of or further connection made with any sewer, i.e., renewal or repair to existing service, at any time, other than that stated in the original application for connecting any estate with the public sewers, said estate shall make due application for the same and shall pay such fees as contained in Article XVIII as the Director shall determine.

All connection with the system of sewers shall be made in such manner as the Director shall direct, and only by and with his consent or the consent of his authorized agents. The cost of connecting any estate with any main drain or sewer, together with the construction and maintenance of the connecting private drain, shall be paid by the owner of the estate thereby connected with the public sewer. Payment in advance of the sewer entrance fee is required to cover the cost of connecting any estate with the public sewer.
