When a roadway has been divided into lanes, the driver of a vehicle shall drive so as to be entirely within a single lane and shall not move from the lane in which he is driving until he has first ascertained that such movement can be made with safety.
Upon all roadways the driver of a vehicle shall drive in the lane nearest the right side of the roadway when the lane is available for travel, except when overtaking another vehicle or when preparing for a left turn.
The driver of a vehicle shall not pass and overtake a vehicle proceeding in the same direction unless there is sufficient clear space ahead on the right side of the roadway to permit the overtaking to be concluded without impeding the safe operation of the vehicle ahead.
The driver of a vehicle, when about to be overtaken and passed by another vehicle approaching from the rear, shall give way to the right in favor of the overtaking vehicle on suitable and audible signal being given by the driver of the overtaking vehicle and shall not increase the speed of his vehicle until completely passed by the overtaking vehicle.
A.
No person shall drive in such a manner as to obstruct unnecessarily the normal movement of traffic upon any street or highway. Officers are hereby authorized to require any driver who fails to comply with this section to drive to the side of the road and wait until such traffic as has been delayed has passed.
B.
No driver shall enter an intersection or marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk and on the right half of the roadway to accommodate the vehicle or streetcar he is operating without obstructing the passage of the other vehicles or pedestrians, notwithstanding any traffic control signal indicating to proceed.
The driver of a vehicle shall not follow another vehicle more closely than is reasonable and prudent, having regard for the speed of such vehicle and the traffic upon and the condition of the street or highway.
Upon roadways less than 27 feet wide and upon which vehicular traffic is permitted to move in both directions, the driver of any slow-moving vehicle, when traveling outside a business or residential district, shall not follow another slow-moving vehicle within 200 feet, but this shall not be construed to prevent such slow-moving vehicle from overtaking and passing another slow-moving vehicle. This section shall not apply to funeral and other lawful processions.
A.
The driver of any vehicle, before starting, turning from a direct line, or backing, shall first see that such movement can be made in safety. If such movement cannot be made in safety, or if it interferes unduly with the normal movement of traffic, said driver shall wait for a more favorable opportunity to make such movement. If the operation of another vehicle would be affected by a stopping or turning movement, the driver of such vehicle shall be given a plainly visible signal, as required by the following section.
B.
Backing around corners and into intersections. The driver of a vehicle shall not back the vehicle around a corner or into an intersection and shall not in any event or at any place back a vehicle unless such movement can be made in safety.
A.
Any signal herein required shall be given sufficiently in advance of the movement indicated to give ample warning to any person who may be affected by said movement and shall be given by means of the hand and arm in the manner specified in this section or by a suitable mechanical or electrical device, except that when a vehicle is so constructed or loaded as to prevent the hand and arm signal from being visible to the front and rear, the signal shall be given by a suitable device.
B.
Hand and arm signals as herein required shall be made as follows:
(1)
An intention to stop shall be indicated by extending the arm horizontally to the left of and beyond the side of the vehicle.
(2)
An intention to turn to the left shall be indicated by extending the arm horizontally to the left of and beyond the side of the vehicle and by pointing to the left with the index finger.
(3)
An intention to turn to the right shall be indicated by extending the arm horizontally to the left of and beyond the side of the vehicle and by moving the hand in a circle.
[Amended 11-17-2008 by Ord. No. 1480; 11-18-2013 by Ord. No. 1563]
Colors and arrow indications in traffic control signs shall have the commands ascribed to them in this section and no other meanings, and every driver of a vehicle, railway car, or other conveyance shall comply therewith, except when otherwise directed by an officer or by a lawful traffic regulation sign (other than a stop sign), signal or device. In no case shall a driver enter or proceed through an intersection without due regard to the safety of other persons within the intersection, regardless of what indications may be given by traffic control signals.
A.
Green. When the green lens is illuminated, drivers facing the signal may proceed through the intersection but shall yield the right-of-way to pedestrians and vehicles lawfully within a crosswalk or intersection at the time such signal is exhibited. Drivers of vehicles making a right or left turn shall yield the right-of-way to pedestrians crossing with the flow of traffic.
B.
Right, left and vertical green arrows. When a right green arrow is illuminated, drivers facing said signal may turn right. When a left green arrow is illuminated, drivers facing said signal may turn left. When a vertical green arrow is illuminated drivers facing said signal may go straight ahead. When a green arrow is exhibited together with a red or yellow lens, drivers may enter the intersection to make the movement permitted by the arrow but shall yield the right-of-way to vehicles and pedestrians proceeding from another direction on green indication.
C.
Yellow. While the yellow lens is illuminated, waiting drivers shall not proceed and any driver approaching the intersection or marked stop line shall stop at such point, unless so close to the intersection that a stop cannot be made in safety; provided, however, that if a green arrow is illuminated at the same time, drivers may enter the intersection to make the movement permitted by such arrow.
D.
Red. Traffic facing a steady circular red signal alone shall stop at a clearly marked stop line or, if none, before entering the crosswalk on the near side of the intersection or, if none, before entering the intersection and shall remain standing until an indication to proceed is shown as allowed by MGL c. 89, § 8.
E.
Red and yellow. While the red and yellow lenses are illuminated together, drivers shall not enter the intersection, and during such time the intersection shall be reserved for the exclusive use of pedestrians.
F.
Flashing red. When a red lens is illuminated in a traffic signal by rapid intermittent flashes and its use has been specifically authorized by the Department of Transportation, Highway Division, Commonwealth of Massachusetts, drivers shall stop before entering the nearer line of the crosswalk of the street intersection or a stop line when marked, and the right to proceed shall then be governed by the provisions of MGL c. 89, § 8.
G.
Flashing yellow. A flashing yellow lens shall indicate the presence of a hazard and drivers may proceed with caution.
H.
Flashing green. A flashing green lens shall indicate an intersection or pedestrian crosswalk in use or subject to use by entering or crossing traffic. Drivers may proceed only with caution and shall be prepared to comply with a change in the signal to a red or yellow or red and yellow indications.
A.
Every driver of a vehicle, railway car or other conveyance approaching an intersection of ways where there exists facing him an official sign bearing the word "Stop" or a flashing red signal indication, said sign or signal having, apart from these rules and regulations, the written approval of the Department of Transportation, Highway Division, Commonwealth of Massachusetts, and such approval being in effect, shall before proceeding through the intersection bring such vehicle, railway car or other conveyance to a complete stop at such point as may be clearly marked by a sign or line or, if a point is not so marked, then at a place between said stop sign or signal and the nearer line of the street intersection. This section shall not apply when the traffic is otherwise directed by an officer or by a lawful regulating sign, signal or device.
[Amended 11-17-2008]
B.
In accordance with the foregoing, the following are declared to constitute isolated stop streets or flashing red signal locations, as the case may be. In accordance with the provisions of MGL c. 89, § 9, the following streets are designated as stop streets at the intersections and in the directions indicated:[1]

A.
The driver of a vehicle approaching a yield sign shall, in obedience to such sign, slow down to a speed reasonable for the existing conditions and, if required for safety to stop, shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection, or if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering it. After slowing or stopping, the driver shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely so as to constitute an immediate hazard during the time such driver is moving across or within the intersection or junction of roadway; provided, however, that if such a driver is involved in a collision with a vehicle in the intersection or junction of roadways after driving past a yield sign without stopping, such collision shall be deemed prima facie evidence of his failure to yield the right-of-way.
