If any vehicle is found upon any street or highway in violation of any provisions of these ordinances, rules and orders and the identity of the driver cannot be determined, the owner or person in whose name such vehicle is registered shall be held prima facie responsible for such violation.

Any person violating any provisions of any rules, regulations, or ordinances regulating the parking of motor vehicles within the City of Gardner made by any body authorized to make the same shall be dealt with as provided in MGL c. 90, § 20A, as amended, and Chapter 512, Parking, Article II, Fines for Parking Violations, of this Code, and any person violating any of the rules and regulations applicable to state highways made by the Department of Transportation, Highway Division, of the Commonwealth of Massachusetts under authority of MGL c. 85, § 2, shall be subject to the penalty provided in said rules and regulations. Any person convicted of a violation of any other rule, regulation, or order made hereunder, except as otherwise provided, shall be punished by a fine not exceeding $20 for each offense.
