The Fire Chief of the Department, or any member of the Department designated by the Fire Chief, shall:
A. 
Inspect as often as may be necessary, but not less than twice a year, all especially hazardous manufacturing processes, storages or installations, all interior fire alarm and automatic sprinkler systems and such other hazards or appliances as the chief shall designate, and shall make such orders as shall be necessary for the enforcement of all laws and ordinances governing the same and for safeguarding of life and property from fire.
B. 
Inspect not less than once a year, provided the interval between those inspections does not exceed 15 months, all buildings and premises other than those to which Subsection A of this section applies, and except the interior of private dwellings, for the purpose of discovering and causing to be corrected any conditions giving rise to fire hazards or violations of any laws or ordinances related to fire hazards.
C. 
Upon complaint, or whenever deemed necessary by the Fire Chief, inspect all buildings and premises within the jurisdiction of the Department.
The Fire Chief, or any member of the Department assigned to fire inspection duties, may at all reasonable hours enter any building or premises within the jurisdiction of the Department to make the inspections required under § 141-5.
A. 
Whenever any inspection required under § 141-5 reveals any condition giving rise to fire hazards or violations of any laws or ordinances related to fire hazards, including any violation of Wis. Stats. § 101.14 or the administrative regulations promulgated pursuant to such section, or any condition interfering with the escape from fire or with firefighting, the Fire Chief shall, by written order, require the condition to be corrected. Such order shall be directed to the owner or occupant, or both, of the building or premises and shall limit the time within which the condition is to be corrected. Service of such order shall be made in the manner of service of a summons in circuit court, pursuant to Wis. Stats. § 801.11(1)(a) and (b), but if service cannot be made thereunder, by affixing a copy of the notice in a conspicuous place on the building or premises. When it is necessary to serve the order upon the owner of the premises and he is known to be absent from the Department's jurisdiction, notice of the order may be given by mailing a copy thereof to his last known address. Failure to comply with such order within the time specified shall constitute a violation of this section.
B. 
As an alternative to Subsection A, whenever any inspection required under § 141-5 reveals any condition giving rise to fire hazards or violations of any laws or ordinances related to fire hazards, including any violation of Wis. Stats. § 101.14 or the administrative regulations promulgated pursuant to such section, or any condition interfering with the escape from fire or with firefighting, or when an owner or occupant refuses to provide access to a property for inspection after reasonable notice, the Fire Chief or the Fire Chief's designee shall issue a municipal citation charging the alleged violation. For the purpose of issuing such citations, the Fire Chief or the member of the Department assigned to fire inspection duties shall have the powers of a police officer.
C. 
Any owner or occupant issued a citation under Subsection B, upon conviction thereof, shall be punished by a fine of not less than $100 nor more than $500 plus assessments and costs, along with an order to permit the Fire Chief, or any member of the Department assigned to fire inspection duties, to inspect the property that the owner or occupant previously refused access to.
Whenever a fire inspection is made at the request of the owner or operator of a business for the purpose of enabling such owner or operator to comply with state licensing requirements, a fee shall be paid to the Department by such owner or operator for each inspection, to be computed on the basis of $10 for each hour or part thereof required to complete such inspection.
