No person shall form or conduct any parade in any street, sidewalk, or public way or form or conduct for the purpose of display or demonstration any procession or assembly of people in any street, sidewalk, or public way within the City without a written permit signed by the Chief of Police, and no person shall take part in any such parade, procession, or assembly that is not authorized by such permit.

No person shall give any public address, speech or harangue in any street or public way within the City without a written permit signed by the Chief of Police or within any public park within said City without a written permit signed by the Chief of Police and the Director of Public Works.
No street band shall play, nor shall any musical instrument be played by anyone, in the public streets, sidewalks or ways of the City without a written permit signed by the Chief of Police.
Whoever violates any of the provisions of § 508-1, 508-2 or 508-3 shall be punished by a fine not exceeding $20 for each offense.
