As used in this article, the following terms shall have the meanings indicated:
EXPRESS AUTHORIZATION
The express prior written or verbal consent of the head of the department under whose control the park in question falls or, if there is no such department, the Mayor.
MOTORIZED VEHICLE
Any automobile, truck, motorcycle (including trail bikes), moped (including motorized bicycles), snow vehicle as defined in MGL c. 90B, § 20, or any other vehicle which utilizes a source of power other than human energy, but shall not be intended to mean equipment or vehicles under the control of the City of Gardner or any department thereof (i.e., lawn mowers, power shovels, golf carts, etc.).

PARK
The City of Gardner Forest, Dunn's Park, and all playgrounds, cemeteries, recreation areas, and other parks, and all other City-owned land located within the City limits of the City of Gardner and owned or under the control of the City of Gardner or any department thereof.

A. 
No person shall, without express authorization, operate or park any motorized vehicle or trailer in any park within the City of Gardner, except on ways expressly designated for travel or parking within said park, unless a trail or lot has been designated or permission has been allowed by the controlling department.

B. 
Despite the foregoing general subsection, no person shall operate any unregistered motorized vehicle in any park within the City of Gardner, whether said operation is on any way within said park or not.
The Police Department of the City of Gardner shall have jurisdiction to enforce the provisions of this article.
Any person found in violation of the provisions of this article shall be subject to a fine of not more than $50.
