[HISTORY: Adopted by the Borough Council of the Borough of Mount Joy 9-14-1992 by Ord. No. 497 (Ch. 1, Part 3B, of the 1992 Code of Ordinances). Amendments noted where applicable.]
There is hereby established a Civil Service Commission of the Borough of Mount Joy, which shall be composed of three qualified electors of the Borough who shall be appointed by Borough Council and who shall serve without compensation. The Commission shall have the powers and duties granted to it by the Borough Code, Act of February 1, 1966, P.L. (1965) 1656.[1]

The Commissioners shall be appointed for a term of six years, so established that the term of one Commissioner shall expire every two years. Any vacancies shall be filled by Council for the unexpired term only. Council shall appoint a Commissioner to fill an unexpired term within 30 days after such a vacancy occurs.
No Commissioner shall hold any elective or appointive office under the United States government, the Commonwealth of Pennsylvania, or any political subdivision of the Commonwealth, except that one member of the Commission may be a member of Borough Council, and one member may be a member of the teaching profession.
The Commission shall annually report to the Borough Council a summary of its activities for the preceding year.
