Concrete sidewalks shall be not less than four feet in width where a grass plot is provided, nor less than 6 1/2 feet in width where no grass plot is provided. Where existing sidewalks within the block are wider than this minimum, new work shall conform to existing work. A slope of 1/4 inch per foot shall be provided from the back of the walk to the curbline.
In general, a grass plot not less than 30 inches in width shall be provided between the curb and the sidewalk. Where existing grass plots within the block are wider than 30 inches, a grass plot equal in width to that existing shall be provided. However, it shall be permissible to extend the sidewalk to the curbline, eliminating the grass plot.
Curbs shall be plain portland cement concrete curbs six inches wide at the top, eight inches wide at the bottom and not less than 22 inches in height. The batter shall be on the street side or face of the curb. Upon special permission of the Board of Supervisors, rolled, plain portland cement concrete curbs may be constructed eight inches thick on the street face, 12 inches thick on the rear face and 24 inches in width, having no less than four inches of rise between the top of the curb at the street edge and the top of the curb at the rear.
A. 
Driveways entering upon any Pennsylvania State Highway shall not be constructed unless and until a highway occupancy permit shall have been issued therefor by the Pennsylvania Department of Highways, and said highway occupancy permit shall be presented to the Township Secretary at the time of making application for the West Manchester Township driveway entrance permit.

B. 
The regulations governing access driveways as contained in Chapter 150, Zoning, § 150-232, shall be strictly observed.

C. 
Driveways entering upon any public street or highway within the Township shall be so constructed as to provide for the proper drainage along the shoulder or curbline of said street or highway and shall be so located as to afford an unobstructed view of traffic thereon.
D. 
Concrete paving for driveway entrances shall not extend beyond the gutter line, and the area between the gutter line and the street paving shall be paved with a bituminous macadam pavement. In general, the surface of the driveway at the curbline shall be four inches below the established elevation of the street or highway center line and shall conform to the established grade of the street or highway gutter to provide proper drainage. The use of culverts to carry gutter drainage under driveway entrances will not be permitted, except upon the approval of the Board of Supervisors.
The concrete used shall be premixed certified concrete having a twenty-eight-day compressive strength of not less than 3,000 pounds per square inch. If job-mixed concrete is used, it shall be mixed of clean materials in the following proportions (by volume): one part portland cement; two parts clean, sharp sand; three parts crushed stone; and 6 1/4 gallons water per sack of cement (maximum).

The forms may be either steel or a good, straight timber, planed on the side adjacent to the concrete and oiled. Timber forms shall be not less than two inches (dressed) in thickness, except curb radius forms, which shall be prefabricated of plywood to the proper radius. Forms shall be straight, free from warp and of sufficient strength, when staked, to resist the pressure of the concrete without springing. At least three stakes shall be provided for each 10 feet of form. Forms shall be of a depth equal to the depth of the curb, designed to permit secure fastening of the face and back forms at the tops. Steel templates 1/8 inch in thickness of the curb and not less than two inches longer than the depth of the curb shall be used to separate adjacent sections, except that one-fourth-inch-thick premolded expansion joint material carefully cut to proper cross section may be used as templates in the case of rolled curbs.
B. 
Where rolled curb is permitted, the cross section shall conform to the standard West Manchester Township rolled curb; the top of the concrete at the street side shall be four inches below the top of the concrete at the back of the rolled curb, and there shall be a depression of one inch below the top of the concrete at the street side at a point nine inches to 12 inches from the street edge of the curb, rising a total of five inches to the top of the curb at the rear face.
Line and grade will be furnished by the Township, and no curb, sidewalk or driveway entrance shall be constructed unless the line and grade have been set by the Township.
Excavation shall be made to the required depth, and the material upon which the work is to be constructed shall be compacted to a firm, even surface. All soft and yielding material shall be replaced with suitable material.
Forms shall be carefully set to line and grade as established by the Township and shall be firmly staked to prevent movement after pouring.
Concrete shall be placed in the forms in horizontal layers not to exceed five inches and spaded sufficiently to eliminate all voids. The top surface of the curb shall be finished true to line and grade in a smooth, neat and even manner by means of wood floats, and the edges of the face and back shall be rounded to a radius of not more than 3/4 inch and 1/4 inch, respectively, while the concrete is still plastic. Premolded expansion joints 1/4 inch in thickness shall be placed at intervals of not more than 60 feet. At expansion joints, two reinforcement bars No. 4 size and 24 inches in length shall be embedded in the concrete, evenly spaced to provide not less than four inches of cover. The portions of the bars extending into one section of curb shall be rendered bondless with a coating of approved material and enclosed, in part, in approved tubes or caps which will provide a positive clearance pocket of at least 1/2 inch. Construction joints shall be similarly reinforced, except that the bars shall be bonded to both sections. Contraction joints shall be formed by scoring for a depth of at least 1/2 inch at ten-foot intervals.
The subgrade for the sidewalk shall be earth, not cinders or crushed stone, and it shall be carefully graded and, where necessary, tamped to provide an even, solid support. Sidewalks shall be constructed in separate slabs 30 feet in length, separated by premolded expansion joints 1/4 inch in thickness for the full depth of the concrete. Between expansion joints, the slabs shall be scored every five feet. Premolded expansion joints shall separate the sidewalk from the curb and from any existing building, stairs, other pavements, utility poles, fire hydrants or other permanent structures.
A. 
The construction of driveway entrances at the gutter line shall conform to the established gutter grade so that no obstruction to the flow of surface water in the gutter line is created. Where concrete curb is constructed, a depressed curb shall be carried across the driveway entrance so that between 1 1/2 inches and two inches of rise from gutter line to the top of the depressed curb is provided. If the driveway is constructed of concrete, a depressed concrete curb will be required whether curb is being placed throughout the rest of the frontage or not. In the case of concrete drives, a concrete apron or gutter may extend 18 inches beyond the curbline toward the street, set to proper gutter grade, and such apron or gutter shall be separated from the depressed curb by an expansion joint. In no case shall concrete paving for driveway entrances be placed beyond a line 18 inches past the curbline. Where the property owner wishes to pave the area between the curb and/or gutter line and the edge of existing street paving, such paving shall consist of an eight-inch-thick crushed stone base course and a one-and-one-half-inch thick bituminous wearing surface.
B. 
The driveway grade shall conform to proper sidewalk grade across the sidewalk area, providing 1/4 inch per foot fall from the top of the curb to the back of sidewalk. This regulation applies whether or not sidewalk is being constructed at the subject property. In general, this regulation places the finished driveway grade at the back of the sidewalk (seven feet back of the curbline) at a height of 1 3/4 inches above the top of the curb, and at front of sidewalk (three feet back of the curbline) at a height of 3/4 inch above the top of the curb. The ramp from sidewalk grade to gutter grade shall occur only within the grass plot area. In cases where unusual grades prevent strict adherence to this regulation, the applicant shall furnish a sketch showing the proposed driveway grade and the sidewalk grades, whether or not sidewalk construction is included in the permit application, and permission for a change in this regulation may only be given by written notation by the Township Engineer on the permit.
All concrete work shall be kept moist for at least 72 hours after placement. After curing, the space adjacent to the concrete work shall be promptly backfilled to provide proper support.
It shall be unlawful for any person, firm, association or corporation to install or construct or cause to be installed or constructed any curb, sidewalk or driveway entrance to a public road without first obtaining a permit to do so as hereinafter provided.
No permit shall be issued unless an application therefor is made to such person as may from time to time be designated by resolution of the Board of Supervisors as the issuing officer, in writing, in a book to be provided for the purposes and signed by the person, firm, association or corporation desiring the same or by a duly authorized agent or contractor. Such application must contain all the information needed to enable the issuing officer to ascertain whether the proposed installation or construction complies with the standards, materials and construction methods hereinbefore set forth. If, in the opinion of the issuing officer, the proposed installation or construction would be in violation of the terms of this article, he shall at once refer the application for permit to the Township Supervisors, who shall pass upon the application, subject to all terms herein specified. The permit fee shall be in the amount of $1.

Any person, firm, association or corporation violating any of the provisions of this article shall, upon being found liable therefor in a civil enforcement proceeding commenced by West Manchester Township, pay a fine not exceeding $600 plus all court costs, including reasonable attorney's fees, incurred by West Manchester Township. West Manchester Township police officers, the appropriate code enforcement officers of West Manchester Township or other appropriate officer or officers of West Manchester Township shall have the power to enforce the provisions of this article. The amount of the fine imposed for the violation of this article shall be established by the officer who determines that a violation has occurred. Notice of the violation of this article and the amount of the fine imposed shall be given by personal delivery or by certified mail to the person violating this article. If the person violating this article fails or refuses to pay the fine imposed within the period specified in the notice of the violation of this article, the Township shall file a civil enforcement proceeding with the District Magistrate to enforce the fine imposed.
