The provisions of this chapter shall be administered and enforced by the Superintendent of Public Works, the Code Enforcement Officer and the Police Department.
A. 
Any person violating a provision of Article II shall be guilty of a violation under the Penal Law and, upon conviction thereof, shall be punishable by a fine of not more than $250.
B. 
Any person violating a provision of Article IV shall, upon conviction thereof, be liable to a fine not exceeding $25 for each violation. Each day of a violation shall constitute a separate violation, subjecting such person to a fine for each such separate violation.
C. 
Any person convicted of violating a provision of Article V shall, upon conviction thereof, be guilty of a violation which is punishable as follows:
(1) 
For a first conviction, by a fine not less than $10 nor more than $25.
(2) 
For a second conviction within one year, by a fine of not less then $25 nor more than $50.
(3) 
For a third conviction within one year, by a fine of not less than $50 nor more than $100.
(4) 
For a fourth conviction within one year, by a fine of not less than $100 nor more than $250.
