A. 
Every owner and lessee and tenant, occupant or other person having charge or control of any building or lot of land abutting upon any street or public place where the sidewalk is flagged, concreted or otherwise paved or laid shall keep the sidewalk in front of the premises owned or occupied by them clean and free from papers, rags, scraps, sticks, earth and all manner of rubbish and refuse and snow and ice.
B. 
Nothing contained in this chapter shall be construed or interpreted as limiting the authority of the village to take all steps reasonable or necessary to promote and protect the public health, safety and welfare by providing for safe passage of pedestrians and vehicles on streets, sidewalks and public ways. The Board of Trustees, in its discretion, may authorize the Department of Public Works to remove obstructions or nuisances, including snow, ice and vegetative growth which impair the customary use of streets, sidewalks and public ways. The Board of Trustees may determine to undertake or authorize action, in whole or in part, by reasonable classification based upon location, amount of public use and degree of danger or impairment presented. The undertaking of the village to take these actions upon default of the property owner shall not relieve the owner of any responsibilities imposed by this chapter.
C. 
The failure or omission by the village to undertake to provide services shall not create any liability attributable to the village. With respect to any dangerous conditions for which the village may be liable, it shall be entitled to receive notice of defect in accordance with Chapter 65 of the Code of the village. Any duty on the part of the village pursuant to this chapter is a general duty of the village. No person is authorized to create or imply or to assume or infer a special duty by the village.
No person or persons shall throw, drop or project any heavy object upon the sidewalks or pavements of the village so as to injure the same.
Every person shall cut the grass and weeds bordering on the streets of said village adjoining his or her lot or lots twice each summer or when notified to do so by the Board of Trustees or Superintendent of Streets, and any person neglecting or refusing to cut such grass or weeds within 48 hours after being so notified shall be liable to a penalty not exceeding twice the expense of cutting.

A. 
No person shall place or deposit leaves within the village right-of-way or upon any street or sidewalk except in conformity with this section.
B. 
Leaves shall be permitted within the village right-of-way only in suitable containers and only on the night before the regularly scheduled day for collection by garbage collectors or village Street Department employees.
No person shall engage in sleigh riding or sliding upon any street or sidewalk in the village except at such times and in such places as may be designated by the Board of Trustees.
No person shall drive, or cause to be driven or propelled, any horse or other animal, wagon or vehicle of any kind, including bicycles and skateboards, on any of the sidewalks or crosswalks of said village, except to cross same.
Nothing contained in this chapter shall be construed to prevent the Board of Trustees of the village from granting express permits or licenses for any special or general use of any such street, sidewalk or place as such Board may, in its discretion, deem reasonable and proper.
