No person or corporation shall obstruct or encumber any public street, sidewalk or other public place within the village by erecting, placing or maintaining within the line and upon the surface of any such street, sidewalk or place any sign, poster, billboard of other advertising or display device or any other article, material or thing whatsoever.
Any person erecting or repairing a building on or within 12 feet of the line of any street or sidewalk in said village may, upon written permission of the Village Code Enforcement Officer for a reasonable time not to exceed 60 days while such building is being so erected or repaired, use and occupy the street immediately in front of such building to 1/3 the width of such street on the side nearest to such building for storing materials and for other purposes directly connected with such building or repairing.
No person shall place or cause to be placed upon any street or sidewalk in said village any goods, wares or merchandise or containers therefor except when engaged in the loading or unloading of vehicles. It shall not be a violation of this section for merchants in the CBS Central Business and Shopping Subdistrict, as the same is defined in the Zoning Law,[1] to conduct sidewalk sales on two days in each calendar year.
