The Board of Trustees has determined that it is in the public interest of the residents and property owners of the village to participate in the Orange County Enhanced 911 Emergency Identification System. Implementation of this system requires the ability to positively identify streets and residences within the village and to reduce the possibility of misidentification and confusion created by duplicative and/or similar street names. While the village has complete authority to name and rename public streets within the village, there are existing private streets that are either unnamed, named in a manner that may lead to confusion with other existing street names or are without identifying signs. It is the intent of this Article to provide a mechanism for the naming, signing and maintenance of identifying signs for private streets.
As used in this Article, the following terms shall have the meanings indicated:
PRIVATE STREET
A street, road or drive not owned or maintained by the village, town, county or state providing vehicular access to one or more private properties fronting or abutting thereon.
All private streets shall be named by the owners thereof. No private street name shall be identical to or similar to any existing street name, and all names shall be subject to the approval of the Board of Trustees.
A. 
The owners of private streets shall install and thereafter maintain a two-way street identification sign at every street intersection. The street identification name shall be mounted above the words "PRIVATE STREET". Signs and posts shall conform to the standards established bye the Board of Trustees.
B. 
The owners of existing private streets shall, within 45 days after notice from the Superintendent of Public Works, install and thereafter maintain the two-way street identification signs required by this Article.
Compliance with this Article is required in the interest of the public health, safety and welfare. Upon the failure of the owner of a private street to either install or maintain the two-way street identification signs required by this article, in addition to any other enforcement remedies, the village and its agents shall have the right to enter upon the property and perform the work necessary to install or maintain the street identification signs. The owner or owners of the private street and the owners of the private property for which the private street provides access shall be responsible and liable for all costs incurred by the village in connection with installing or maintaining street identification signs required by this Article. If not paid, said costs shall be a lien on the real property to which the private street provides access and shall be assessed against such property and shall be levied and collected in the same manner as real property taxes.
