[HISTORY: Adopted by the Village Board of the Village of Rothschild 9-27-1993 (Sec. 12.07 of the 1967 Code). Amendments noted where applicable.]
Joint Action Emergency Government Ordinance No. 67 of the Board of Supervisors of Marathon County providing for a county-municipal joint action civil defense plan of organization was adopted by said County Board on the 24th day of May 1977. County Ordinance No. 67 is hereby adopted and by reference made a part of this chapter as if fully set forth herein and is hereby ratified and accepted between the Village of Rothschild and County of Marathon as provided by Section III of said Joint Action Ordinance.

The Marathon County Emergency Management Director, appointed and employed by the Marathon County Board, is hereby designated and appointed Head of Emergency Management Services for the Village of Rothschild, subject to the conditions and provisions as set forth in the Wisconsin Statutes and the Marathon County Ordinances.

A. 
Pursuant to §§ 323.11 and 323.14, Wis. Stats., the Village Board may order, by ordinance or resolution, whatever is necessary and expedient for the health, safety, protection, and welfare of persons and property within the Village during the declared emergency and includes the power to bar, restrict, or remove all unnecessary traffic, both vehicular and pedestrian, from the highways, notwithstanding any provision of Chs. 341 to 349, Wis. Stats.
B. 
If, because of the emergency conditions, the Village Board is unable to meet promptly, the Village President or acting Village President shall exercise by proclamation all of the powers conferred upon the Village Board pursuant to §§ 323.11 and 323.14, Wis. Stats., that appear necessary and expedient. The proclamation shall be subject to ratification, alteration, modification, or repeal by the Village Board as soon as it can meet, but subsequent action taken by the Village Board shall not affect the prior validity of the proclamation.
