On and after the passage of this Chapter 5, it shall not be lawful for any person, firm or corporation to carry on or work at the business of plumbing or house or building drainage in West Norriton Township until a certificate or license to engage in or work at said business shall have been granted said person, firm or corporation, by the West Norriton Township Board of Health as hereinafter provided.

Any master plumber or journeyman plumber resident in West Norriton Township, or any master plumber or journeyman plumber resident in an adjoining community, wherein that community and West Norriton Township have a reciprocal agreement in effect permitting qualified residents of either community to do work in each other's locality on an equal established basis, or any such plumber holding a license granted by any city, borough, incorporated town, or Township of the first class in this State, to engage in or work at the business of plumbing and drainage work and desiring to engage in or work at the business of plumbing and drainage in West Norriton Township, shall without further examination be registered in the office of the Board of Health as a registered master plumber or registered journeyman plumber upon payment each calendar year of a registration fee for a master plumber, in an amount as established from time to time by resolution; for a journeyman plumber, a fee as established from time to time by resolution; and the Board of Health, by its properly constituted agent or officer, shall issue a certificate of such registration.

Any nonresident master plumber or nonresident journeyman plumber, except as qualified in § 201, holding a license or certificate granted by any city, borough, incorporated town or Township of the first class of this Commonwealth to engage in or work at the business of plumbing and drainage work beyond the limits of West Norriton Township and desiring to do plumbing or drainage work within the Township shall without examination be registered before entering upon such work, with the Board of Health of West Norriton Township as a registered nonresident master plumber or nonresident journeyman plumber upon payment of a registration fee for a master plumber, in an amount as established from time to time by resolution, and for a journeyman plumber an amount, as established from time to time by resolution; provided, however that such registration shall be restricted and limited to such plumbing and drainage as the registered master plumber shall have contracted for at the time of the registry and provided further that in no case shall a registration be valid beyond the calendar year in which the registration is made. On the completion of such contract or contracts the registration of such person shall be null and void and not further permit shall be issued to such persons, firm or corporation, or until he, they or it shall have first registered his name as hereinafter provided.

Every registered master plumber, firm or corporation, shall give immediate notice to the Board of Health, of any change in his, their or its place of business; and upon change of his, their or its place of business shall surrender his, their or its certificate of registry to the Board of Health. Every person, firm or corporation in registering shall give the full name or names of the person, firm, partners or officers thereof for which he or they shall register.

A person certified as competent by a qualified Board of Examiners may be registered with the Board of Health of West Norriton Township, as a master plumber for the care, alteration or addition of the plumbing and drainage system of a designated manufacturing or mercantile establishment, institution, hotel, etc., where it is necessary to have the continual services of a master plumber, and receive a certificate of registry, but in no case shall such person be permitted to do any plumbing or drainage work in any building or buildings other than that for which he is registered, unless he has first secured a place of business.

At the expiration of each calendar year resident plumbers' certificates or licenses shall be null and void. A licensed resident master or journeyman plumber desiring to continue in or work at the business of plumbing, house and building drainage and drainage for the ensuring year shall between the first and 31st days of December of each and every year surrender the said certificate or license to the Board of Health and register his, their or its name or names and addresses upon such form or forms as may be furnished by the Board of Health.

No person, firm or corporation carrying on the business of plumbing or house or building drainage shall allow his or their name to be used by any person directly or indirectly, either to obtain a permit or permits or do any work under his or their license.

The certificate or license of registry granted under this Chapter 5 may be suspended or revoked by the West Norriton Township Board of Health when a master plumber, firm or corporation, or the registered representative thereof shall violate any of the provisions of this Chapter 5, or shall refuse or neglect to make the necessary corrections to work not approved by the Board of Health, within a reasonable time after notification thereof, or who shall permit the use of his, their or its name by a person or persons for the purpose of obtaining a permit or permits to do plumbing and drainage work.

A register of all applicants and the license or certificates issued shall be kept in said Board of Health Office, which register shall be open to the inspection of all persons interested therein.
