Drainage, sewerage or plumbing work must not be covered or concealed
in any manner until after it is inspected and approved by the Board
of Health. Notice must be given said Board upon blanks to be furnished
by it, when the work is sufficiently advanced for such inspection;
when it shall be the duty of the proper officer to inspect the same
within three days after receipt of said notice.

When drain, soil, waste, vent and other pipes in the building,
connected or to be connected with the sewer have been placed in position,
a preliminary water or air test of the same shall be applied, in the
presence of the Plumbing Inspector. A maximum of a five-inch column
of mercury held for a period of 20 minutes is prescribed when tests
are made with air.

When the work has been completed a final notice shall be filed
with the Board of Health issuing the permit, when a final test shall
be made, in the presence of said Plumbing Inspector, with and by the
use of such water connections as are connected to each respective
fixture; when, if found satisfactory, a certificate of approval of
the work will be issued; but no such plumbing or drainage work or
system shall be used until said test has been made and certificate
issued.

When work is ready for inspection the Plumbing Contractor shall
make such arrangements as will enable the proper officer to reach
all parts of the building easily and readily, and also have present
the proper apparatus and appliance for making said tests, and furnish
such assistance as may be necessary to a proper application of the
same.

Where the Board of Health is required to inspect and/or certify
to the Federal Housing Administration, the sanitary condition of any
private sewage disposal system, certain fees for certified statements,
in an amount as established from time to time by resolution, shall
prevail.
