Any person or persons who shall fail to comply with any of the provisions of this Chapter 5, regarding the procuring of a license or certificate, to engage in or work at the business of plumbing, house or building drainage, or any person or persons who shall violate any of the provisions of this Chapter 5, regarding a safe and adequate water supply, or the construction, reconstruction or testing of plumbing, house or building, drainage, sewage disposal, or water connections to public or private fixtures or equipment, or who shall in any way violate any of the provisions of this Chapter 5, shall forfeit and pay a fine of not more than $1,000 to West Norriton Township, same to be collected before a District Justice in said Township, or recovered the same as debts of like amount are now by law recoverable, and in default of payment of said fine shall be liable to imprisonment of not less than 20 days and not more than 30 days in the Montgomery County Prison, and whenever such person shall have been notified by the Plumbing Inspector or by service of summons of prosecution or in any other way that he has committed such violation, each day that he shall continue in such violation shall constitute a separate offense punishable by a like fine or penalty.

In case of any dispute or difference of opinion existing between the Plumbing Inspector and any person, firm or corporation as aforesaid, regarding the construction of plumbing, house or building drainage or sewage disposal, the same shall be submitted by either party to the Board of Health, who shall pass upon the same, and whose findings therein, after hearing, shall be final and conclusive upon all parties.
