No insurer issuing fire insurance policies within the State of New Jersey shall pay any claims for fire damages in excess of $2,500 on any real property located within the City of Englewood unless or until the insured person submits:
A. 
An official certificate of search from municipal liens pursuant to N.J.S.A. 54:5-12 certifying that all taxes, assessments or other municipal liens or charges levied and assessed and due and payable against said property have been paid; and
B. 
An official certificate on a form prescribed and certified by the Fire Official of the City of Englewood, or such officer's designee, that demolition, including the removal of debris, is not required or that the cost of demolition, including the removal of debris, has been paid.
Except as otherwise provided by § 207-3 hereof, an insurance company writing fire insurance policies on any real property located within the City of Englewood shall, prior to the payment of any claims for fire damages in excess of $2,500, pay the amount of the anticipated demolition costs, including removal of debris, to the City of Englewood and pay to the City of Englewood the amount of the liens appearing on the official certificate and such other recorded liens or related charges as may be certified to the insurance company.
The City Council may, by resolution, authorize the entering into of an agreement for the owner of any fire-damaged property within the City of Englewood in which the owner thereof agrees to pay in full any anticipated costs of demolition, including the removal of debris, all delinquent taxes, assessments, tax sale liens or other municipal liens by installments, provided that the City Council is satisfied that the claim for fire damages is to be used to restore or improve the fire-damaged property. An insurance company receiving a certified copy of such a resolution adopted by the City Council may make full payment on the claim to the insured person.
Nothing contained herein shall affect the authority of the City of Englewood to enforce a municipal lien pursuant to any other City ordinance or law of the State of New Jersey.
