The owner and/or occupant of every building and/or lot of ground
in said Village adjoining which a sidewalk has been or shall be made
shall remove all snow and ice within 24 hours after a snow/ice storm.
No person shall obstruct any public street in any manner without
first securing permission therefor from the Mayor.
No person shall drive upon or lead any animal upon any sidewalk
in this Village.
A.
Any person, firm or corporation who shall violate any of the provisions
of this article shall, upon conviction, be punishable by a fine of
not more than $250 or imprisonment for not more than 15 days, or both.
Each day of continuance of an offense shall be considered a separate
offense.
B.
In addition to the penalty set forth in Subsection A, for violation of § 165-1, the Board of Trustees of Red Hook Village shall cause such sidewalk or gutter to be properly cleaned and charge the expense thereof against the property owner in the next tax assessment to be collected with the next tax levy.

The Village Board will not recommend and the Board will not
accept or establish any new Village streets which do not meet the
following minimum requirements and standards which have been jointly
established by the Village Board to conform to legal requirements
in New York, which requirements and standards must be met and paid
for by the person or firm proposing that the Village take over such
street.
The proposed street must be 36 feet curb-to-curb in width, and
its proposed name and location must be shown on a correct map thereof
prepared by a licensed surveyor setting forth the correct metes and
bounds description of such street. Four copies of such map must be
filed with the Village Board at the time of application to make such
street a Village street. Such street must not be subject to any right
or easement in others which will in any way interfere with its use
as a street at all times.
A.
Such street must be granted to the Village by a full covenant and
warranty deed containing the correct metes and bounds description
shown on said map, which deed must be in such form as may be required
to entitle the same to be recorded in the office of the County Clerk
of Dutchess County, and the filing fees must be paid by the applicant.
B.
Permanent easements to the Village must be furnished in such deed
or by a separate instrument granting to the Village as well as the
right to maintain all outlets for surface water which will run from
such street over private property to a point where a natural watercourse
exists and to which such outlet and easements will carry such water.
The proposed street must be made to conform to the minimum requirements
and standards set forth below, and in all cases adequate drainage
shall be provided by means of ditches and culverts and suitable drainage
pipes. Leaching basins may only be used by special permission and
then only when the same are located at the places specified and built
in accordance with the specifications therefor as set forth below.
All obstructions, such as trees (especially dead trees), buildings,
walls and other things which would endanger those using such street
or would interfere with the full and free use of the street must be
removed at the expense of the person or firm proposing such street.
A.
After gravel street has been graded to true alignment, inspected
and approved by the Village Board or by its duly appointed engineer,
the traveled way must be surfaced as specified with bituminous material
and crushed stone or washed gravel.
B.
The paving materials used must comply with specifications furnished,
recommended and approved by the Village Board or its representative.
C.
The Village Board or its representatives must be present during the
paving procedure.
Before the completed street is accepted by the Village, the
contractor must furnish a satisfactory guaranty that all bills accrued
during the construction of the street have been paid in full or make
satisfactory arrangements thereafter.
