The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 190-46), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 190-47), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 190-48), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 190-49) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 190-50) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 190-51) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 190-52) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 190-53), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§ 190-54), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 190-55), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§ 190-56), attached to and made a part of this chapter, are hereby designated as bus stops.

Parking in the Village-leased parking lot shall be limited to two hours. All-day parking shall be acceptable with a permit only. Said permit is to be obtained with appropriate application registered with the Village Clerk, Village of Red Hook. Special stickers shall be issued to users upon the approval of application which may be obtained from and returned to the Village Clerk.

A. 
No vehicle shall be parked on any Village-owned street or Village right-of-way within the corporate limits of the Village of Red Hook between the hours of 11:00 p.m. and 6:00 a.m. during the period beginning from November 1 and ending March 31 of each year, both dates inclusive. On the New York State highways Route 9 and Route 199 there shall be no parking from 2:00 a.m. to 6:00 a.m. during the same period.

B. 
When snow and/or ice clearing operations are underway, any vehicle that is parked or abandoned on any street in violation of Subsection A may be removed by or under the direction of the Police Department of the Village of Red Hook or any responding police agency.

C. 
The Police Department upon removing any vehicle in violation of this section shall notify the registered owner of the vehicle of the removal and impoundment and the registered owner thereof shall be allowed to recover it from the place where it has been placed or impounded upon presentation to the Police Department of evidence of their identity and right to possession of the vehicle, sign a receipt for its return and, in addition to an administrative fee to secure the removal of said vehicle and any penalties and fines owed to the Village of Red Hook, they shall also pay all towing service and storage charges incurred for the removal of the vehicle in violation of this chapter.
