This chapter is intended to reestablish a nonacting committee of the Village.
The Village Plan Commission is instituted pursuant to §§ 61.35 and 62.23(1), Wis. Stats., and shall have seven members. All members of the Commission shall be appointed by the Village President. The Village President may appoint himself or herself to the Commission and may appoint other Village elected or appointed officials, provided that the Commission shall always have at least three citizen members who are not Village officials. Citizen members shall be persons of recognized experience and qualifications.

Appointments shall be made by the Village President during the month of April for terms that expire in April or at any other time if a vacancy occurs during the middle of a term and shall be for staggered terms of three years beginning May 1 of each year. All appointments to the Commission shall be subject to confirmation by the Village Board.
The Village President shall choose the presiding officer of the Commission.
