Plans submitted for consideration by the Board shall be complete in all respects, that is, show all required information and be accompanied by all required forms, documents, fees and supporting materials. In case of a plan believed not to require approval this means a completely filled application form, the original tracing showing all needed data for the Board's determination and the required number of copies. In the case of preliminary and definitive subdivision plans this means all required forms completely filled out, plans showing all required information, locus or vicinity and detailed drawings, ownership data, abutters' names, plan copies, and for definitive plans also the required calculations. In all instances a copy of the application shall be submitted to the Town Clerk to notify him of plan being submitted to the Planning Board. Failure to submit or provide any required item shall be deemed to be a failure to submit the plan, and any time limits for action on a plan shall not commence until the submission is complete in all respects.
A complete plan may be submitted by delivery at a Planning Board meeting or by mailing it to the Planning Board c/o the Town Clerk by certified or registered mail. If mailed the date of the mailing shall be the date of submittal. If the submission is incomplete in any respect, the Board shall promptly notify the applicant and the Town Clerk in writing that the plan shall not be deemed to have been submitted and that the time within which the Board must act shall not commence until the missing items have been added, or delivered as specified in § 540-17 above.
Within two weeks after the receipt of the application for approval of a preliminary subdivision plan and again at least two weeks prior to the public hearing required by the Subdivision Control Law,[1] the center line of the proposed street(s) shall be clearly marked on the ground at fifty-foot intervals with colored flags or stakes. The Planning Board shall be informed when the flagging has been done.

Applications received for all preliminary and definitive subdivisions, and any development permits, must be submitted with aerial photo of the proposed site and/or subdivision. The photo should have been taken within 45 days prior to filing the application. The aerial photo should be dated or attested to by the person/company that took the photo. The photo shall show at a minimum 500 feet beyond the borders of the site or subdivision and shall be at an approximate scale of one inch equals 200 feet.
