All members of municipal boards and commissions appointed by the Township Council, the Mayor or the Township Manager must be Township residents. Any person serving in such capacity who removes residence from the Township shall immediately be disqualified from continuing to hold membership or office, and a vacancy shall immediately exist with respect to the position.

All elected officers, Council members, and the Township Manager shall be bona fide residents of the Township of Willingboro.
As used in this chapter, the following terms shall have the meanings indicated:
BONA FIDE RESIDENT
A person having a permanent domicile within the Township of Willingboro and a domicile which has not been adopted with the intention of again taking up or claiming a previous residence acquired outside of the boundaries of the Township of Willingboro.
Whenever a person is to be appointed to a position of employment in the Township of Willingboro, there shall be a preference first for residents of the Township of Willingboro, next for residents of Burlington County, then for residents of New Jersey, and finally for nonresidents of the State of New Jersey.[1]

All nonresidents appointed to positions or employment with the Township of Willingboro shall become bona fide residents of the Township within one year of their appointment or hiring and shall maintain a bona fide residence in the Township during their employment. A bona fide resident for the purpose of this section shall be a person having a permanent domicile within the Township, and one which has not been adopted with the intention of again taking up or claiming a previous residence acquired outside of the Township's boundaries.

It shall be the duty of the Township Manager as the appointing authority to ensure that all employees hired after the effective date of this section shall become and remain bona fide residents of the Township, in accordance with N.J.S.A. 40A:9-1.5. In the event that an employee, who is not otherwise exempt from the residency requirements, does not maintain a bona fide township residence the Township Manager shall notify that employee that failure to take up bona fide residency in the Township within six months of such notification will result in removal. Any employee so removed shall have the right to such appeals as are available pursuant to law.

This section shall not apply to any current employee of the Township who is not a resident upon final adoption of this section. Nor shall this section apply to any officer or employee who is not required by law to be a resident, where such residency requirements are otherwise provided for by ordinance or law. This section shall not apply to consultants, licensed professionals, or independent contractors who are employed, retained, or hired by the Township. For good cause shown, the Township Manager may grant an exemption to any employee.
