The Borough Council reserves unto itself the right or authority
to appoint or direct to have appointed any regional authority, citizens'
advisory committee or study group for any special subject arising
in the future. It reserves this right as long as it is in keeping
with applicable laws. The Council may also appoint any other office
or officer it may deem necessary, and it may abolish, increase, decrease
or modify the terms and compensation of any office or officer, except
where such has been specifically prohibited by general law or Charter.
