The purpose of this article is to establish specifications and adopt a standard cross section for the construction of Town roads.
The following minimum standards shall apply to all roads constructed in the Town:
A. 
The Town Board shall require that profiles of roads to be designed and accepted be submitted to the Town Engineer for approval prior to proceeding with any road grading operations. Percentage of grades of roads shall conform to Chapter 265, Subdivision of Land, regulating the division and platting of land.
B. 
The center of the road bed shall be on the center line of the land dedicated for road purposes. The grade of the road bed shall conform to the approved profiles. On dead-end roads (cul-de-sacs) a turnaround of 120 feet in diameter shall be provided and surfaced to a radius of 45 feet. Temporary cul-de-sacs shall be surfaced to a width determined by the Town Board. When land developed adjoins a temporary cul-de-sac, it shall be the responsibility of the developer to remove the temporary cul-de-sac to create a continuous roadway. Topsoil, mucky soil, peat and unstable material shall be removed below the subgrade of roads and replaced with suitable sound fill materials. Greater dimensions may be required when in the interest of the public the Town Board deems it necessary.
C. 
Prior to the request for road inspection for acceptance by the Town, the subdivider shall furnish the Town Engineer with a written certification from the subdivider's surveyors that the roads conform to the grades as indicated on the profile maps which have been approved.
D. 
When grading operations are completed on any Town road and prior to the placement of any gravel, the Town Engineer shall be notified five working days in advance to inspect the road bed and determine if it is ready for gravel.
E. 
Side slopes shall be covered with topsoil, prepared, seeded or sodded, fertilized and maintained for a sufficient period to provide adequate grass cover prior to acceptance by the Town Board.
F. 
Roads shall be constructed according to the Town's standard cross section, this chapter and Chapter 265, Subdivision of Land, of the Town Code. Roads shall have a full course of eight inches thick of 3/4 inch crushed gravel 26 feet wide, with tapered shoulders of the same material, laid on each side for a distance of five feet to meet the ditch grade. Crushed gravel shall contain at least 60% crushed stone. A twenty-four-foot width of hot sheet shall be centered on the right-of-way. After the hot sheet has been laid, 3/4 inch of gravel shall be placed and compacted to the level of the top of hot sheet and tapered to meet grades of gravel shoulder. The first four inches of gravel shall be placed and compacted and inspected by the Town Road Superintendent or Town Board. Then the second application of four feet may be applied which in turn shall be inspected by the Town Road Superintendent or Town Board.
G. 
Metal culvert end sections shall be installed at each end of all culverts. Special Board approval must be obtained for any alternative culvert ends.
H. 
The placement of three inches of hot sheet asphalt surfacing to be laid to a surface width of 24 feet complying with and as specified in § 407. Two-inch bituminous concrete binder course, gradation #2 tack coat and one-inch bituminous concrete surface course. (One-inch surface to be placed approximately one year following binder course.) The decision as to when the final one-inch surface is to be placed will be determined by the Town Road Superintendent. Bituminous concrete pavement of the standard specifications of the State Road and Bridge Construction Edition is required. After bituminous pavement has been laid, the edge of the pavement shall be shouldered with 3/4 inch of crushed bank run gravel, as shown on the standard cross section and required in Subsection F above. Such bituminous concrete pavement and shouldering should be to the satisfaction of the Town Board and at no cost to the Town.
I. 
Final inspection and approval shall be by the Town Board and such approval shall be given subject to whatever conditions the Town Board deems necessary, including, but not limited to, financial guarantees as provided for in Chapter 265, Subdivision of Land, of the Town Code. No roads will be accepted between November 1 and April 1, except at the discretion of the Town Board.
A. 
All engineering work, street signs, culvert posts and guard rails, as required by the Town Board, shall be obtained and placed by the Town, the cost of which shall be paid by the subdivider.
B. 
The subdivider or owner shall be assessed $0.20 for each lineal foot of drainage easement.
Before any Town roads are to be constructed in the Town, the owner and contractor shall acquaint themselves with the details of Chapter 265, Subdivision of Land, of the Town Code and the Town's standard cross section, which can be obtained from the Town Clerk and is adopted herein by reference.
Except as otherwise provided, any person found to be in violation of any provision of this article shall be subject to a penalty as provided in Chapter 1, General Provisions, Article I, of the Town Code.
