The owner or owners of lands abutting upon the public streets, avenues and highways of the Township of Riverside shall reconstruct, repave, recurb, improve and repair at his or their own proper cost and expenses all defective, broken or deteriorated sidewalks or curbs in front of or bordering on their said lands.
The owner or owners of lands upon the public streets, avenues and highways of said Township shall reconstruct, repave, recurb, improve and repair all such broken, defective or deteriorated sidewalks and curbs lying in front of or bordering their respective premises within 30 days after written notice to reconstruct, repave, recurb, improve and repair the same is given by the Township Clerk.
Whenever the owner or owners of lands abutting or bordering upon the sidewalks or curbs of public streets, avenues and highways in said Township shall refuse or neglect to reconstruct, repave, recurb, improve and repair said sidewalks or curbs, as required by the foregoing sections of this article or by any notice given thereunder, said sidewalks or curbs shall be reconstructed, repaved, recurbed, improved and repaired under the direction of the Township Committee, and the cost paid and incurred for such reconstruction, repaying, recurbing, improving and repairing of said sidewalks and curbs shall be certified by the Township Committee to the Collector of Taxes, who shall cause the cost as shown thereon to be charged against the lands so abutting upon such sidewalks or curbs, and the amount so charged shall forthwith become a lien upon such lands and shall be added to and become and form part of the taxes then necessary to be assessed and levied upon such lands and shall be collected and enforced according to law.
