The term "park," as used in this article, means all lands owned or leased by the Township, including but not limited to the following described areas:
A. 
A. Field. Bounded on the north by 50 Street, on the east by Rancocas Avenue, on the south by Washington Street and on the west by Chester Avenue.
B. 
Reeder Field. Beginning at a point in the westerly line of Pulaski Avenue (60 feet wide) corner to Lot 2, said point being distant 86.98 feet measured southwardly along the westerly line of Pulaski Avenue from the point of curvature of the curve forming the southwesterly intersection of Pulaski Avenue and Adams Street; and runs:
(1) 
Southwardly along the westerly line of Pulaski Avenue, 20 feet to a point corner to Lot 3; thence
(2) 
Westward along Lot 3 and parallel to Adams Street 131.39 feet to a point; thence
(3) 
Southwardly along the rear line of Lots 3, 4 and 5 and at right angles to Lincoln Street 167.88 feet to a point, corner to Lot 11; thence
(4) 
Westward, along the rear line of Lots 11, 12, 13 and 14, and parallel to Lincoln Street 203.47 feet to a point; thence

Northeastwardly along the southeasterly line of Hooker Street 754.88 feet to a point corner to lands now or formerly of Andrew Kona; thence
(b) 
Southeastwardly along said Kona lands now or formerly of Catherine McKeen, and crossing Sylvan Avenue (40 feet wide) 315 feet more or less to a point in the southeasterly line of Sylvan Street; thence
(c)

(2) 
And all roads and paths located within the bounds of said lands.
The aforesaid parks shall be closed between the hours of 8:00 p.m. and 6:00 a.m. EST daylight saving time and 6:00 p.m. and 6:00 a.m. EST the balance of the calendar year, unless permission is granted by the Township Committee.
A. 
The following acts are prohibited in the parks delineated in § 197-1:
(1) 
Use threatening, abusive or insulting language.
(2) 
Do any obscene or indecent act.
(3) 
Throw stones or other missiles.
(4) 
Annoy persons, including adjacent property owners.
(5) 
Interfere with, encumber, obstruct or render dangerous any public way, path, walk, bridge or public place.
(6) 
Do any act tending or amounting to a breach of the peace.
(7) 
Climb or stand upon any fence, shelter, seat, bridge railing or support, statue or other erection.
(8) 
Introduce, carry or fire any firecrackers, torpedoes or fireworks.
(9) 
Engage in, instigate, aid or encourage a contention or fight.
(10) 
Assault any person.
(11) 
Participate in betting, gambling, gaming, or use or operate any slot machine or gaming table or other gambling instrument, or sell fortunes.
(12) 
Solicit gifts or contributions for any purpose without permission of the Township Administrator.
(13) 
Possess or consume alcoholic beverages without permission of the Township Administrator.
(14) 
Be under the influence of intoxicating alcoholic beverages.
(15) 
Possess, use or be under the influence of drugs, as defined and prohibited by New Jersey statutes.
(16) 
Give entertainment of any kind, transact business of any kind or hold public meetings or assemblies without permission of the Township Administrator.
(17) 
Occupy a camp or campground, or sleep overnight, without permission of the Township Administrator.
(18) 
Sell, vend or give away any articles of merchandise or other matter, or distribute handbills or circulars, without permission of the Township Administrator.
(19) 
Kindle, build, maintain or use a fire, except in fireplaces provided or in an approved container. All fires shall be completely extinguished before leaving.
(20) 
Post, paint or affix or erect any sign, advertisement, banner or any other matter for attracting attention without permission of the Township Administrator.
(21) 
Possess or use guns, knives, slingshots or other dangerous weapons.
(22) 
Possess or use any explosive material that may cause an explosion when used either alone or in combination with some other material to produce rapid flaming combustion or administer a destructive blow to surrounding objects.
(23) 
Kill, injure or disturb any animal or bird, or damage any grass, tree, shrub or plant or any building, sign, structure or equipment upon any premises under the jurisdiction of the Township. The cutting or felling of any trees, limbs or portions of trees is specifically prohibited and subject to the mandatory penalties set forth in § 231-8.[1]

(24) 
Ride, drive or bring any horse upon or within any park, playground or recreational area.
(25) 
Allow any dog on premises.
(26) 
Drive or park any motor vehicles, including minibikes, snowmobiles or other power-driven equipment, on or within any park, playground or recreational area without permission of the Township Administrator. Township maintenance vehicles and those of Township officials and employees and emergency vehicles shall be permitted.
(27) 
Swim, wade or otherwise go into any body of water within the parks, playgrounds and recreational areas of the Township. No power-driven boats of any type shall be permitted on any body of water within the parks, playgrounds and recreational areas of the Township.
(28) 
Ice skate on any pond, lake or any other body of water, except in designated areas.
(29) 
Dump, deposit or leave any ashes, paper, boxes, cans, rubbish, waste, garbage or refuse or other trash, or fail to place such materials in a receptacle placed for such purpose.
(30) 
Throw, discharge or otherwise place or cause to be placed in the waters of any fountain, pond, lake, stream or other body of water, or in any storm sewer or drain, any substance or thing, liquid or solid which will or may result in the pollution of such waters.
(31) 
Throw debris on the ice of any lake or pond, or throw debris on any water of any lake or pond.
(32) 
Dig, trench or excavate by tool, blasting or other means any earth or other materials from the area.
(33) 
Smoke tobacco, marijuana, or other illegal substances.
(34) 
Deface or damage park equipment or structures.
(35) 
Persons more than 12 years of age are prohibited from using or sitting on any playground equipment.
(36) 
Use athletic equipment or facilities outside of those events sanctioned by the Township Committee. The use of the dugouts by anyone other than team players or staff is strictly prohibited.
A. 
Purpose. This section embodies the policies and procedures which govern facility use and users in order to insure optimal maintenance of athletic fields and other recreational facilities, owned by the Township of Riverside and to assure fair and efficient access to those facilities. Factors to be considered in determining permission for use, as well as permission for type of use, are current capital improvements or rehabilitation, regular maintenance, extent of wear and tear to be caused by use, coordination of uses, efficient scheduling, location of facility, and availability of services at a facility. All parties must comply with federal and state antidiscrimination laws. All facility users shall comply with all applicable federal, state and local laws; such user shall pay all the costs, expenses, fines, penalties, and damages which may be imposed upon the owner of the property by reason of, or arising out of, the user's failure to fully and promptly comply with all legal requirements and observe all the provisions of this policy
B. 
Fields governed. These policies and procedures apply to all park areas delineated in § 300-1, and apply to both the athletic fields and basketball courts.
C. 
Priority of use by category. Permits for field/facility use are issued by category in which the organization or event is placed. Category I user/event has priority over Category II, III and IV user/event. Permits must be available for review at time of field use. All Category II and III permits will bear the notice that a program carried on by a Category I organization can claim priority in unusual circumstances. The Recreation Department reserves the right to request written copies of all team rosters, complete with names, addresses, phone numbers, and/or places of employment.
(1) 
Category I permit use recreation directly sponsored activities. These activities include all athletic and non-athletic program offerings and special events.
(2) 
Category II permit use Riverside teams in established leagues. These teams are independent organizations that have been established to serve the recreational interest of the participants. A written roster, proof of insurance and a hold harmless agreement must be submitted at the time of application to the issuing entity. No permits will be issued unless this criterion is met.
(3) 
Category III permit use private group field requests. These groups are made up of citizens of Riverside, or businesses based in Riverside, who request the use of facilities on an occasional basis when space is available. A written roster and proof of insurance must be submitted at the time of application to the issuing entity. No permits will be issued unless this criteria is met.
(4) 
Category IV permit/use private group(s) and privately operated program(s) field requests. Township facilities may not be made available for organizations, entities, individuals or groups for the purpose of providing recreational services to youth or adults if the event to be operated is on a for-profit basis, unless no Category I, II or III uses are in need of the field or facility.
D. 
Allocation of fields and facilities. The fields/facilities use schedule created by the Township Administrator and/or the BOE Athletic Director will establish the opening and closing dates for field/facilities use as well as the period of time affected by that schedule. The schedule will serve as a permit for use of the facility named. Responsible officials within the Township (police, emergency services, employees, and others) and within the BOE (building principals, custodial staff, and others) will receive a copy of the fields/facilities schedule. The fields/facilities schedule will be divided into at least the following such parts: school days (after school until 5:30 p.m., school days after 5:30 p.m., Saturdays (am/pm) and Sundays (am/pm); they may be further subdivided if desired to accommodate needs and not to reserve more time than necessary for a function or event. Special note will be made of time slot variations due to special events. Communication is the key to efficient maximization of use of scarce facilities. Consistent with that goal, any assigned user must notify the Township Administrator or the Administrator's designee, of expected nonuse of a particular facility, at a particular time. Every effort should be made to do so at least seven calendar days in advance. This nonuse does not apply to weather cancellations.
(1) 
Notes concerning scheduling priority of assignment is made based upon the categories established in Subsection C above. Priority is given within a particular sport's designated season. In-season sports have equal status to each other; out of season sports have equal status to each other. Recognizing that most sports have some program on more than an in-season basis, consideration should be made to accommodate the out-of-season sport's minimum necessary allocation for a) games as a first priority and b) practices as a second priority. Assignment of particular fields will be done with an effort towards accommodating such use rather than simply on a preference basis. Permits will be granted equitably to applicants who have submitted all required information and paperwork on dates of assignment. Under unusual circumstances, the Township Administrator reserves the right to bump a previously scheduled activity provided at least 24 hours' notice is given to the assigned user at the original site. Every effort should be made to limit such late rescheduling.
(2) 
Field closings due to weather. All users of athletic fields are subject to the determination of field playing conditions on a daily basis. Determination is made by the Township Administrator, or his/her assigned designee. Generally, all users are subject to the same standard for closure. Nevertheless, determination will be made on a field-by-field basis, as well as a user-by-user basis where conditions are such that some fields may be playable while others are not, and some users may do less damage by use than others.
E. 
Facility use rules and regulations.
(1) 
Use of any active recreation area by a group of more than 10 participants is authorized by permit only. Permits must be available for review at time of facility/field use.
(2) 
Use of alcoholic beverages or controlled substances of any kind, use of profane, loud, threatening, insulting, indecent and abusive language is prohibited.
(3) 
Use of amplifiers for music, announcements or otherwise is not permitted to be unreasonably loud. The limit to such volume must be so that it is barely audible 30 yards from the limits of the playing area. No public address systems may be used after 10:00 p.m. PA systems may be used for games at the recreation complex until 10:00 p.m. or the completion of half time (whichever is earlier). No loudspeaker use is permitted before 9:00 a.m.
(4) 
Use of loudspeakers in all other cases will require a special use permit from the Township Administrator.
(5) 
Athletic fields/facilities may not be used before 8:00 a.m. or after dusk, except where lights are utilized. Each park/field has a 10:00 p.m. lights out time for all outdoor facilities. Practices and games should be scheduled to end before this time with the lights to be turned off as soon as the pickup of players allows.
(6) 
All trash must be placed in proper receptacles. Users are expected to leave the facility in the same condition in which it was found or better.
(7) 
Concession sales and games of legalized are by separate permit only in compliance with all Township ordinances and/or state statutes.
(8) 
Warm-ups for the next scheduled event must be performed so as not to interfere with existing event and so as not to endanger the welfare of all participants, spectators and facilities.
(9) 
All managers, coaches, or persons in charge of a group using the fields will be responsible for the conduct of all participants, spectators and others connected with the activity, including visiting teams and opponents.
(10) 
Clothes must be changed in restrooms only.
(11) 
Field modifications are prohibited.
(12) 
All coaches must complete the required municipal background checks.
