The Township Committee finds and declares that the safety and
welfare of the people of the Township and others using the streets
of the Township are endangered because of the common practice to affix
posters, signs, stickers and literature to trees, poles, trestles,
traffic signs and other structures in the Township. It shall be unlawful
for any person or persons to post, attach or permit or suffer to be
posted or attached in any way or manner any bills, posters, signs
or stickers, either of paper, wood, tin or any other material, to
any telegraph or electric light pole or tree within the Township.
This section shall not apply to authorized or private bill posters
or where permission has been given by a property owner to allow his
premises to be used for such purpose, and public notice thereof has
been given that the premises may be so used. Nothing herein contained
in this section shall be construed to prevent properly authorized
persons from making the legal or necessary traffic control marks,
lines, words and symbols on the streets and sidewalks of the Township.
