In order to comply with Public Law 1975, Chapter 221 (N.J.S.A. 52:32-11 et seq.), and to make public buildings more accessible to the physically handicapped, the requirements of this article shall apply to all parking facilities under the jurisdiction of the Township Council, the Township Board of Education and the Willingboro Municipal Utilities Authority.
For each parking facility covered by this article, the Township Council, Board of Education or Municipal Utilities Authority, as the case may be, shall:
A. 
Provide a minimum of 1% of the total number of parking spaces, but not less than two parking spaces, for the physically handicapped. Such spaces shall be provided in an area of the parking facility which is most accessible and approximate to the building or buildings which the facility serves;
B. 
Identify each space or group of spaces with a clearly visible sign displaying the international symbol of access along with the following words: "These spaces reserved for physically handicapped drivers";
C. 
Design each space to be 12 feet wide to allow room for persons in wheelchairs or on braces or crutches to get in and out of either side of an automobile onto a level, paved surface suitable for wheeling and walking;
D. 
Locate such spaces, where possible, so that persons in wheelchairs or using braces or crutches are not compelled to wheel or walk behind parked cars; and
E. 
Provide, where applicable, curb ramps to permit handicapped people access from the parking area to a sidewalk.
Any person, firm or corporation who or which shall violate the provisions of this article shall be punishable by one or more of the following: a fine not to exceed $2,000, a term of imprisonment not to exceed 90 days or a period of community service not to exceed 90 days.
